Notice is hereby given that sealed bids will be received by the New York State Olympic Regional Development Authority (Olympic Authority) up to the date and time as identified in the Schedule of Important Dates and Times and will be publicly opened and read at the Olympic Authority Administration Building located at 37 Church Street, Lake Placid, NY 12946, in the Conference Room located on the First Floor.

Mailed bids shall be identified on the exterior of the envelope with the Project Identification Number and Name, and the Contract Identification Number and Name.

Pursuant to Public Buildings Law § 8(6), effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020, and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent (10%) of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,400,000 or less, as adjusted annually for inflation beginning January 1, 2020. If more than one responsible and reliable MWBE firm meets these requirements, the MWBE firm with the lowest bid will be deemed the apparent low bidder.

See Section 01 10 00 “Summary of Work for Single Prime Contract” for a general description and the Technical Specification Sections for the specific descriptions. A general overview of the contract scope includes: All labor, tools, equipment, materials, temporary facilities and profit & overhead to construct the superstructures for the Timing & Operations Building and the Start 3 Building.

Time is of the essence. Work shall be completed as per the Schedule of Important Dates and Times.

• Pre-Bid Meeting: 27 March 2025 10:00 AM (Local Time)
• End of Questions: 10 April 2025 5:00 PM (Local Time)
• Bids Due: 15 April 2025 1:00 PM (Local Time)
• Earliest Date for Mobilization*: 13 May 2025
• Substantial Completion: 255 Calendar Days from the Notice of Award
• Final Completion: 462 Calendar Days from the Notice of Award

*“Earliest Date for Mobilization” is targeted at the start of work which would interfere with Owner’s Operations.

Project Cost Estimate

• PLA Contract: $5,000,000-$6,500,000

In Words: Between five million and six million, five hundred dollars
