NOTICE OF INTENT TO AWARD SOLE SOURCE (W912DW25Z15MS) (FSC B510) (NAICS 541620)
This is an advance notice announcing the intent of the Seattle District US Army Corps of Engineers to award a sole-source firm fixed-price contract to NuGlobal Solutions, LLC, to provide technical services for a sediment profile imaging and plan view (SPI/PV) survey at the Dredged Material Management Program (DMMP) dredged material disposal site in Port Gardner. The action is in accordance with FAR 19.1506 Women-Owned Small Business Program sole-source awards.
Contract Information:
Background: The project will require providing the equipment and expertise to plan and analyze sediment profile images and plan view surveys in water depths of over 400 ft. the project will require variable depth contour mapping of recently deposited sediment at the study location and analysis of SPI/PV images for key physical and biological parameters as required in accordance with the Dredged Material Management Program (DMMP) Disposal Site Monitoring Plan. All results will be presented in a final data report.
The focus of this performance work statement is completion of an SPI/PV survey at the Port Gardner disposal sit.
Justification: Market research, including the responses to a Sources sought notice, indicates that NuGlobal Solutions as a responsible Small Business firm possessing the capacity required for this project, NuGlobal, coupled with proven track record of success with similar projects at USACE, demonstrated through their prior work.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 19.1506(a) Women-Owned Small Business Program sole-source awards “A contracting officer shall consider a contract award to an EDWOSB concern on a sole-source basis (see 6.302-5(b)(7)) before considering small business set-asides (see 19.203 and subpart 19.5)” Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
