THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE



The Notice ID number is FY25_UCC_Moving_Storage



This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.



The US Air Force Academy (USAFA) intends to award a sole source commercial contract to WeSolve Workplace Environment, Inc., a small business, for a continuation of moving and long-term storage services for approximately 1,500 items from the Cadet Chapel that are currently in the possession of WeSolve Workplace Environment, Inc., the incumbent contractor. This requirement was previously competed under FA700019CA019.



Due to unforeseen delays in the repairs and renovation project of the USAFA Cadet Chapel. The items currently in the possession of the incumbent contractor, must remain in storage until the repairs and renovations to the USAFA Cadet Chapel are completed. The period of performance is a 12-month base period with 12-month option periods until repairs and renovation are completed.



Description of Services:



The Contractor shall store all chapel items in a climate-controlled, secure facility, equipped with video surveillance, restricted access, and continuous fire/smoke monitoring and suppression systems. Upon completion of the Cadet Chapel renovation and readiness for move-in, the Contractor shall promptly transport all chapel furnishings from the storage facility to the USAFA Cadet Chapel. The Contractor shall then unload and uncrate all items, remove all packing materials, and meticulously place furnishings and equipment in the designated rooms.



The contractor is responsible for providing standard insurance coverage against damage or loss at a rate of $0.60 per pound for all items. Furthermore, the contractor must also secure additional insurance coverage in the amount of $7,000,000.00 to specifically safeguard the 58 items that are identified as "High Value" items in the inventory.



The Government's ability to consider multiple sources is severely limited by the insurance requirements, as well as the significant logistical challenges involved. Not all insurance policies cover items of exceptional value, such as jewelry, art, antiques, and historical artifacts, due to their elevated value and increased risk. Insurance companies specializing in high-value objects require a thorough condition assessment of each piece before providing coverage. To obtain the required insurance coverage, the contractor must unpack, remove, and re-pack all "High Value" items, incurring substantial additional costs.



Moreover, the process of unpacking, transporting, and re-storing these items poses substantial risks, including potential damage or loss during transit. Given the unique and irreplaceable nature of these artifacts, the risks associated with this approach could jeopardize their preservation and protection, ultimately undermining the very objective of securing adequate coverage.



The market research results clearly indicate that WeSolve Workplace Environment, Inc. is the only known responsible source capable of fulfilling all aspects of this requirement.

This notice of intent is not a request for competitive quotes; however, the Government will consider all responses received to this notice by the closing date and time of this notice. Any responses to this notice received after the closing date and time will be late and may not be taken into consideration. All information submitted should support the offeror's capability to fulfill this requirement and shall be furnished at no cost or obligation to the Government. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.



(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
