The City of Joplin is seeking bid proposals from qualified contractors or organizations to provide cleanup services along the Joplin Creek corridor from 7th Street to North Main Street. The objective of this project is to remove accumulated trash, debris, and litter along Murphy Boulevard from the creek channel, waterway, banks, brush, and wooded areas in order to improve water quality, safety, beautification, and overall environmental health of the corridor. The city would also like a bid alternate to include brush removal.

There will be a non-mandatory pre-bid meeting at the 4th Street/Murphy Parking Lot to discuss scope of project on March 27, 2026 - 2-3pm

Given the scope of the effort, we will not require a performance or bid bond, nor is it prevailing wage.

Joplin Creek Corridor Cleanup 7th Street to North Main Street

1. INTRODUCTION
The City of Joplin is seeking bid proposals from qualified contractors or organizations to provide cleanup
services along the Joplin Creek corridor from 7th Street to North Main Street. The objective of this
project is to remove accumulated trash, debris, and litter along Murphy Boulevard from the creek
channel, waterway, banks, brush, and wooded areas in order to improve water quality, safety,
beautification, and overall environmental health of the corridor. The city would also like a bid alternate
to include brush management.
2. PROJECT OVERVIEW
The selected contractor will be responsible for comprehensive debris and litter removal along
approximately 1.2 miles of the Joplin Creek corridor. Work includes, but is not limited to:
Manual and/or mechanical removal of trash, litter, and debris from the creek channel and
waterway. Given site access, we anticipate this is largely a manual effort.
Cleanup of trash and debris lodged in brush, undergrowth, wooded areas, and tree lines along the
creek banks.
Removal of bulk debris, including trash, litter, or other items that impact environmental conditions.
Proper disposal of all collected materials in accordance with City and State regulations.
Provide a bid alternate to also include brush management by cutting and grinding within a 10-foot
edge of the creek margin. Special permitting may be required.
3. SCOPE OF WORK
1. Conduct a site walk-through to understand site conditions and access points.
2. Remove trash, waste, and debris from the creek bed, water channel, banks, slopes, and vegetation
areas.
3. Dispose of all collected debris at collection locations.
4. Provide equipment and labor adequate to complete the work safely and efficiently.
5. Ensure environmental protection, avoiding unnecessary disturbance to vegetation or waterway.
6. Follow safety standards, including coordinating traffic control with city where needed.
7. Submit a post-project report including volume of debris removed and before/after photos.
8. Other locations may be considered.
4. CONTRACTOR QUALIFICATIONS
Experience with creek, streambank, or community cleanups.
Ability to safely access and work within natural and wooded terrain, utilizing Personal Protective
Equipment (PPE)
Knowledge of solid waste handling and disposal requirements.
Capacity to complete the project within the Citys desired timeline.
Carry appropriate insurance and become a city vendor
5. PROPOSAL REQUIREMENTS
1. Company information including name, address, and contact details.
2. Project approach including cleanup methods, staffing, equipment, and safety process.
3. Estimated schedule including start date, duration, and completion timeline.
4. Cost proposal including total project cost and itemized breakdown by cost category.
5. At least two references for similar projects.
6. EVALUATION CRITERIA
20 pts - Qualifications and experience.
25 pts - Quality and feasibility of approach. Understanding of site conditions.
30 Pts - Cost-effectiveness.
15 pts - References of at least two related projects
10 pts - Ability to meet project timelines.
