THIS IS ONLY A PRESOLICIATION NOTICE A REQUEST FOR QUOTES (RFQ) WILL BE POSTED APPROXIMATELY ON OR ABOUT November 5, 2025.
PRESOLICIATION NOTICE: The Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed Price construction contract for, NRM Install Fire Alarm Bldg. 25, Project No. 519-24-400, located at the West Texas Veterans Administration Healthcare System (WTVAHCS), 300 Veterans Blvd. Big Spring, TX 79720.
The method of procurement shall be a Request for Quote (RFQ) in accordance with the procedures set forth in Part 13 and 36 of the Federal Acquisition Regulation (FAR), with a projected solicitation date of November 5, 2025.
This project includes but is not limited to the following: Contractor shall provide all necessary equipment, labor, material, transportation, and supervision to replace the existing fire alarm system with a new system in accordance with the Statement of Work (SOW), specifications and drawings. This projects successful completion is dependent upon a coordinated phasing which permits the construction to proceed in an efficient and orderly manner while allowing the staff to continue to perform their duties with a minimum of disruption. Care must be taken during construction to maintain acceptable emergency egress as well as access to equipment in the plant. Every effort will be made to not affect patient care. This will be a turnkey project.
This requirement is a competitive offer, Set-Aside 100% for Service-Disabled Veteran Owned Small Business (SDVOSB) As stated below. Quotes will only be accepted from certified SDVOSB contractors.
The applicable NAICS code is 238210Â Electrical Contractors and Other Wiring Installation Contractors. Small business size standard of $19Mil.
Project Duration shall be 85 calendar days from receipt of the Notice to Proceed (NTP).

Important Notice: Apparent successful offeror must apply for and receive verification from the Small Business Administration (SBA) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.70. This involves the submission of documentation verifying Veteran status, ownership and control to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by SBA.gov., prior to submission of offer. Failure to be both VERIFIED by SBA and VISIBLE on Small Business Association (SBA), at SBA.gov., prior to submission of offer, will result in the offeror s proposal being deemed non-responsive. All offerors are strongly urged to contact the SBA and submit the necessary documents to obtain verification of their SDVOSB status if they have not already done so.
