ARKANSAS DEPARTMENT OF TRANSPORTATION
REQUEST FOR LETTERS OF INTEREST
ASSET COLLECTION SERVICES (2025-2028)
Notice is hereby given that the Arkansas Department of Transportation (ARDOT) is seeking Proposals from qualified entities to provide on-call pavement, bridge, and other transportation-related asset data collection on an as-needed basis for the calendar years 2025 through 2028.
1. GENERAL SCOPE OF SERVICES
The selected firm(s) will provide traffic data collection services that may include, but are not limited to:
• High-resolution digital right-of-way imagery
• Pavement imagery and pavement performance data
• Pavement friction (skid) data
• Falling weight deflectometer (FWD) data
• Ground penetrating radar (GPR) data
• Retro reflectivity data
2. SUBMISSION INSTRUCTIONS
Submissions must be received in PDF format no later than 4:00 p.m. CST on March 14, 2025. Late submissions will not be considered. Responses must be emailed to consultantcontracts@ARDOT.gov subject line “ASSET DATA COLLECTION 2025.” To be given further consideration, responses to this solicitation must include:
• A one-page cover letter with primary contact information addressed to Rex Vines, Chief Engineer – Operations.
• Completed forms, including:
▪ Contract and Grant Disclosure Certification Form EO-98-04.
▪ Certification of adherence to applicable State Laws.
• A proposal detailing:
▪ Relevant experience with similar projects or services.
▪ Qualifications and resumes of key team members.
▪ Demonstration of a clear understanding of the service requirements.
▪ Approach and methodology for delivering the proposed services.
▪ References, recommendations, or testimonials, if available, including contact information.
Excluding the cover letter and required forms, the Letter of Interest shall not exceed five (5) pages. The font size shall be no smaller than size 11, and all pages must be formatted as 8 ½” x 11”.
