Project Description: The Central Wayne Regional Authority (Owner) is requesting Bids for the construction of the following Project:
Grove Street and Terrace Heights Area Sewer Main Replacement

Bids for the construction of the Project will be received electronically via the PennBid Program by the Central Wayne Regional Authority until 3:00 p.m. local time Monday, June 23, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Replacement of approximately 7,000 linear feet (LF) of 8-inch polyvinyl chloride (PVC) sanitary sewer main, 70 laterals, and 30 manholes, including trenching, backfilling, testing, bypass pumping, as well as associated restoration. All work is located within the Borough of Honesdale and Texas Township, Wayne County, Pennsylvania. The extent of the Work is described in the Contract Documents, Drawings, and Specifications.

Mandatory Pre-bid Conference
A mandatory pre-bid conference is scheduled for Wednesday, June 4, 2025, at 11:00 a.m. at the Central Wayne Regional Authority office, 574 Bucks Cove Road, Honesdale, PA 18431.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Funding agency requirements that are applicable to this project include American Iron and Steel (AIS), Disadvantaged Business Enterprise Solicitation Six Good Faith Efforts; Davis Bacon Act Federal Wage Rates; American Iron and Steel requirements of P.L. 113-76, the Consolidated Appropriations Act of 2014; Buy America Preference in Federal Financial Assistance Programs for Infrastructure, and President Biden’s Bipartisan Infrastructure law.
Attention is called to the fact that prevailing minimum wage rates as determined by the Davis Bacon and Related Acts and Reorganization Plan No. 14 of 1950 must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Any and all of the iron and steel, manufactured products and construction materials used in the project will be produced in the United States in a manner that complies with Build America, Buy America Requirements.
Bidder agrees to comply with all federal requirements applicable to the assistance received (including those imposed by the Infrastructure Investment and Jobs Act (“IIJA”), Public Law No. 117-58, if applicable), as may be amended and, any other applicable statute, regulation, guidance, directive, policy or procedure, and any amendment thereto, that may be approved, adopted, enacted or promulgated by the federal government.
The Central Wayne Regional Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
