The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 71, which is responsible for Major Programs, FFG-62 Land Based Engineering Site Enterprise (LBESe), and current and future test sites.
This requirement is for two (2) Gasketed Plate Heat Exchangers (PHE) to support land-based testing of prototypical shipboard systems. One PHE will support a “Seawater” representative, and the other PHE will support a “Freshwater” representative Closed Loop Cooling Water System. The “Seawater” representative system will use demineralized water as the fluid medium on the process side and freshwater as the fluid medium on the condenser side. The “Freshwater” representative system will use demineralized water as the fluid medium on both the process and condenser side. In addition, this requirement is to include a Drip Pan (Seawater), Port Strainer (Seawater), and Drip Pan (Freshwater).
The official Request for Quotation (RFQ) will be published on the System for Award Management (SAM.GOV) website at http://SAM.GOV. Written quotations will be requested. Interested offerors should monitor SAM.GOV for the release of the RFQ. The RFQ is anticipated for release in October of Fiscal Year (FY) 2026 with an anticipated award of January 2026.
This purchase order will be competitively awarded pursuant to 10 U.S.C. 2304 and Federal Acquisition Regulations 13.104.
Award is anticipated to of a Firm-Fixed-Price contract with a required delivery date of 22 January 2027 and a required performance start date of 22 January 2026. This effort is being competed on a unrestricted basis and is not a small business set aside.
