PURPOSE:
Hall County, Georgia, a municipal entity of the State of Georgia, is seeking qualified contractors to provide all materials, equipment and labor for construction of the realignment of White Sulphur Road from Cagle Road to State Route (SR) 365/Cornelia Hwy (herein “Services”) (herein “Project”). It is the County’s intention to award one (1) contractor to perform all the Services listed herein.

BIDDING PROCESS:
Hall County is now accepting sealed bids from qualified Contractors (herein “Bidder” or “Contractor”) for the provision of Services in the County’s Purchasing Division, located on the fourth (4th) floor of the Hall County Government Center, 2875 Browns Bridge Road, Gainesville, GA 30504, until 2:00 p.m., EST on Thursday, November 20

, 2025. Late bids may not be evaluated. All bid packets must be sealed and time and date stamped by the Hall County receptionist located on the 4th floor to be considered.
General Qualifications:
Bidders must be in the regular business of providing similar Services. Bidders must be licensed, insured, and bonded in the State of Georgia.

Bid Response:
Each Bidder must provide a total of two (2) hard paper copies of its bid, including any addenda, with one (1) marked “Original” and one (1) marked “Copy”. Submit both hard paper copies in a sealed envelope(s).
Each Bidder must provide one (1) hard paper copy of Exhibit B – Mandatory Cost Proposal/Bid Form Worksheet. Prices quoted on Exhibit B – Mandatory Cost Proposal/Bid Form Worksheet shall be fixed and firm for the duration of the contract.
Electronic signatures on bid documents are acceptable; however, hard copies of the bid response are required, as stated above.
Bidders must also provide their responses on one (1) USB drive.
Bonds:
A bid bond equal to five percent (5%) of the bid amount is required; however, all Bidders must include in their bid submissions a letter of bondability. The County will only accept surety companies licensed to do business in the State of Georgia. The awarded Bidder must produce a performance and payment bond that are both equal to 100% of the face value of the awarded amount. Performance and payment bonds must be received by the County before a Notice to Proceed is issued.
A five-percent (5%) retainage rate is required.
LIQUIDATED DAMAGES:
Liquidated damages are assessed for each calendar day that exceeds Final Completion from the receipt of a Notice to Proceed. In the event that the Contractor unreasonably delays completion of the project or abandons the project before completion, the Contractor shall pay the County liquidated damages in the total amount of per calendar day until final completion as outlined in the table below.

Bid Alternate:
Contractor shall provide pricing for the Base Bid and Alternate 1 as outlined in Exhibit B – Mandatory Cost Proposal/Bid Form Worksheet. The County will evaluate both the Base Bid and Alternate 1 and select the lowest responsive and responsible bidder that is in the best interest of the County. If the County includes Alternate 1 in the award, the Contractor must meet Substantial Completion on or before 14 months from Notice to Proceed in order to be eligible for the payment. Furthermore, if Alternate 1 is included in the award and the 14 month Substantial Completion schedule is achieved, payment shall be made to the Contractor in two (2) installments: the first payment will be half of the Alternate 1 Lump Sum amount at the time of Substantial Completion and the second payment will be the second half of the Alternate 1 Lump Sum amount at the time of Final Completion.
Taxes
: The County is exempt from State of Georgia Local Sales and Use Tax. The Bidder understands and acknowledges that it is responsible for any sales and use taxes it may incur. The Bidder will not charge or invoice the County any sales and use tax as a separate line item. The Contractor may request a copy of the County’s Georgia Sales and Use Tax Exemption Certificate.
