This presolicitation notice is a DRAFT RFP for the National Geospatial-Intelligence Agency (NGA) Integrated Campus Support (NICS), a follow-on contract to the current NGA BOS-E contract (Base Operations Services East). This notice on SAM.gov is for informational purposes. The DRAFT RFP including all documents will be posted at the NGA ARC Unclassified website at: https://acq-ui.westfields.net/ Interested Contractors are required to have a login/register to access the documents, but registration is relatively easy and can be accomplished now via the site link. Documents for this DRAFT RFP will be posted on the ARC site the week of May 13th, 2024 and will include the DRAFT PWS, DRAFT Technical Exhibits, DRAFT RFP Sections L & M, and DRAFT Contract Type & CLIN Structure. Intersted Contractors have the opportunity to provide feedback and questions to the Government by the response date listed.
The NGA, in support of the Security and Installations Operations Directorate (SIO), has a requirement called NICS, for a Contractor to provide comprehensive, performance based, Base Operations Services (BOS) at its Springfield, VA Campus, otherwise known as NGA Washington. The Contractor shall provide all labor, supervision, tools, supplies, materials, equipment, transportation, facilities, and management not otherwise specified as Government provided, necessary to provide comprehensive BOS for all assigned NGA facilities and operations.
The required support services will include comprehensive facilities support, operations and maintenance services for NGA Washington in order to provide a safe, efficient and reliable work environment to the NGA workforce. Required services include: Program Management; Workforce and Security Support; Logistics Support; Environmental, Safety, and Occupational Health Support (ESOH); Facility Engineering, Construction and Operational Support; Project Management; Installation and Facilities Operations, Maintenance and Repair; Grounds and Custodial. Limited support to various NGA Satellite Sites, primarily in the areas of logistics, safety, locksmith services, and administrative support, is also required. Services will also be required for a new Defense Intelligence Agency (DIA) Head Quarters (HQ) Annex that together with NGA Washington make up the Intelligence Community Campus Ft. Belvoir North Area. The combined campus has over 2.7 million square feet in facilities and houses over 9,000 employees. The anticipated period of performance is up to 10 years.
