The proposal due date stated in block 13a is changed to May 22, 2025, at 3:00 PM PST.

The date and time for submission of questions has passed, no additional questions will be accepted.

At the time of this amendment there are numerous technical questions that have not been addressed. In a future amendment, we will provide answers to those questions.
