DEMIL A Mixed Metals Scrap Term Contract

U.S. Department of Transportation – Maritime Administration (MARAD)

Hampton Roads Region, Virginia



The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated DEMIL A Mixed Metals Scrap located at facilities operated by the U.S. Department of Transportation Maritime Administration (MARAD) across the Hampton Roads region of Virginia, including Norfolk, Newport News, Portsmouth, and Williamsburg.



This solicitation establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove scrap material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific operational, maritime, and security requirements.

SUBMISSION INFORMATION

  • Bid Submission Deadline: May 8, 2026 – 5:00 PM Central Time

  • Bid Opening: May 12, 2026 – Time provided via email notification



KEY REQUIREMENTS (MANDATORY)




  • MANDATORY Pre-Bid Site Inspection Required (IFB Section 3.3)

  • Submission must include:

    • Appendix A – Site Verification & Bidder Certification

    • Appendix B – Bid Sheet & SF 114

    • Appendix C – Container Execution Narrative



  • Pricing is based on a percentage of a published market index

  • Certified weight tickets are required; contractor-owned scales are not permitted

  • Performance Guarantee of $2,500 required post-award

  • All amendments must be acknowledged



Failure to meet these requirements may result in the bid being deemed non-responsive.



SITE ACCESS / SECURITY



MARAD facilities are secure maritime and federal installations.




  • Advance coordination is required for all site access

  • Access may require Transportation Worker Identification Credential (TWIC)

  • Access is subject to vessel operations, terminal conditions, and security controls

  • All inspection scheduling must be coordinated with the Government
