Project Description: A pre-bid conference will be held at 9:30 AM on March 25, 2025, at the City of Lancaster’s Advanced Wastewater Treatment Plant (AWWTP), 1220 New Danville Pike, Lancaster, PA 17603 followed by a site tour of the location for the project. The meeting will start in the AWWTP’s Control Building 2nd floor Training Room then proceed to viewing the area of work.
The pre-bid conference is not mandatory, but a pre-bid site visit is mandatory and should be arranged and documented with the City’s Contract Representative.
The City of Lancaster, PA will receive bids online for the AWWTP South Primary Clarifier Upgrades Project until April 9, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website.
The Project involves two (2) prime contracts: (a) General Construction and (b) Electrical.
In general, the work under this contract consists of furnishing all labor, materials, equipment, and incidentals for replacing process mechanical and electrical equipment, rehabilitating the clarifier structures, and upgrade the equipment controls system for the four (4) Primary Clarifiers at the South Train of the City’s AWWTP. The AWWTP is located in Lancaster Township.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law.
The City will determine who is the lowest responsible bidder(s) upon the basis of the bids submitted. The lowest responsible bidder(s) need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, the bidder’s ability to handle the volume of work proposed, the ability of the bidder to work with other contractors in the context of a multi-prime contract. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
