The NAVSUP FLC Norfolk Contracting Department Pentagon Directorate intends to award a sole source bridge contract to the Forge Group, LLC in support of Joint Staff (JS) Strategy, Plans, and Policy Directorate (J5). The Joint Staff Strategy, Plans, and Policy Directorate (J5) has the lead for all aspects of joint, bilateral and multinational application of the minimum statutory requirements derived from 2017 Public Law 115-68 and the 2023 Women, Peace, and Security Strategy and National Action Plan. The J5 supports the Office of the Secretary of Defense in the execution of Executive Order 13595 and the implementation of the WPS Act and WPS Strategy, strategically linking it to other national and defense policies, to include the National Security Strategy; the National Strategy for Counterterrorism; the National Defense Strategy (NDS); the National Military Strategy (NMS) and the National Presidential Memorandum (NSPM 16).
This is a sole source action to be awarded as a Firm Fixed Price (FFP) contract to Forge Group, LLC. This sole source action is for supporting Joint Staff, J5 in the developing, planning, and implementing of the Department of Defense (DOD) Women, Peace, and Security (WPS) Policy.
This requirement is for an FFP sole source contract to ensure a seamless transition and provide necessary ramp-up period for the follow-on contractor. This transition period is critical to allow the incoming contractor’s personnel sufficient time to acclimate to the Government’s systems, achieve required security credentialling – to include obtaining Common Access Cards (CACs), and complete all required facility processing and onboarding activities. Additionally, this will prevent a gap in service and any potential disruption of essential services during transition phase. The period of performance for this action will be from 11 – 29 September 2026 (a total of 19 day). The applicable North American Industry Classification System (NAICS) code is 541611.
