Project Overview
The City of Huntsville is requesting qualified bidders for construction to include manufacturing
and installation for monument signs in Cummings Research Park. The project consists of:
Four (4) large monument signs,
Eleven (11) stacked monument signs,
Thirteen (13) vertical beacon signs,
Four (4) small monument signs,
One (1) Sculpture Identity Water Feature,
Nineteen (19) Directional Wayfinding signs
Bidders that are interested in being prequalified to bid the project can find detailed plans and
specifications for the project at www.huntsvilleal.gov/engineeringbids. Work shall include all
incidentals such as traffic control, foundations, electrical, etc. to provide a complete in place sign.
Qualified bidders will be determined by a Selection Committee who will review bidder
qualifications. Approved bidders will be deemed Pre-Qualified and invited to bid the project.
The criteria may include but is not limited to the contractors – similar project experiences, project
understanding and approach, contractors’ available staff, ability to meet project timelines, and
quality assurance and quality control. Upon selection by the Selection Committee, the City will
notify prequalified bidders in writing regarding information regarding attendance to a pre-bid
meeting in accordance with the schedule below for the project.

PRE-QUALIFICATION SUBMITTAL
Bidders interested in being considered for the above project are invited to submit their
qualifications. Qualifications should include the following:
A. Letter of interest for this project.
B. Firm Qualifications & Experience:
1. The name of the firm or person, principal place of business,
and location of all its offices.
2. Firm’s experience with similar sign projects to include
details of past project with similar size and scale
3. History of company.
C. Project Team
1. Proposed staff commitment, workload and descriptions of their roles
and responsibilities; to include subcontractors anticipated for a successful
and timely completion of the project
2. The education, training and qualifications of the proposed
staff and key members of the firm.
D. Understanding of Scope
1. Summary of approach to provide materials and shop drawing reviews to
include construction of a prototype.
2. Demonstrate knowledge and skills to provide a
complete in place product.
E. References
1. The names and phone numbers of up to three clients who may
be contacted regarding similar type projects.
F. Other
1. Any other pertinent information that should be considered in
the evaluation of the firm’s qualifications; and
2. Any promotional or descriptive literature which the firm desires to
submit.
PRE-QUALIFICATION: All contractors who plan to submit a bid must submit a
prequalification package. Three (3) copies of the completed prequalification package must be
submitted to the City of Huntsville Engineering Division contacts provided below no later
than 5:00 pm on the above referenced submittal deadline. Responses will be evaluated and
contractors will be notified promptly. Bids will only be considered from contractors deemed
to be qualified through this process. The City of Huntsville will not be responsible for a
bidder’s failure to complete the pre-qualification package nor to become pre-qualified.
The city will solicit bids from the pre-qualified bidders. For the purpose of determining the lowest
responsible bidder, the OWNER shall consider the base bid amount together with any options set
forth in the Request for Bids. In the event that the City does not have sufficient funds to award both
the base bid and all options, then the City reserves the right to determine the lowest responsible
bidder on the base bid only or the base bid and the number of options affordable considering the
funds available to the City for the procurement. This method for determining the low bidder is for
the purpose of allowing the City to procure the most advantageous bid for the OWNER. City of
Huntsville reserves the right to award any and/or all options at any time during the life of the
contract. Recommendation must be presented to the City Council of the City of Huntsville for final
approval.
After City Council approval, a contract will be awarded to the lowest responsible bidder and
executed by all necessary parties in accordance with local requirements.
PLANS: The contract documents, plans, and specifications will be available for review at
City of Huntsville Engineering Division no later than November 12, 2025, and can be
downloaded at www.huntsvilleal.gov/engineeringbids.
QUALIFICATIONS: The qualifications, ability, and responsibility of all bidders and of their
proposed sub-contractors will be considered in making the award. A General Contractors
licensed by the State Licensing Board of General Contractors of Alabama as required by Code
of Alabama (1975) Titles 34 and 46 as amended. Only bids of such Contractors who are
licensed prior to the date of the bid opening will be considered.

The Selection Committee will eliminate from consideration any firm submission which receives a
“Fail” grade on any one or more of the pass/fail criteria for evaluation.
