Space Planning Service for Administration Building & County Courthouse
1. Introduction and Purpose
DeSoto County, Mississippi, Board of Supervisors invites qualified firms to submit
proposals for space planning services to support the efficient utilization of
government office facilities. The purpose of this RFP is to select a consultant to
assess current space usage, develop optimized layouts, and recommend
improvements to accommodate departmental growth while ensuring compliance
with accessibility standards, such as the Americans with Disabilities Act (ADA) and
Mississippi Building Code. This project aims to maximize existing office space,
increase seating and office/cubicle capacity, and enhance operational efficiency for
the County Administration Building and County Courthouse.
2. Scope of Services
The selected firm shall provide comprehensive space planning services, including
but not limited to:
Conducting site assessments for the space utilization studies for approximately
County Administration Building (50,478 square feet) & County Courthouse
(47,563 Square feet) of office space.
Create or accommodate additional workspace areas for the increase in staff
members. Space planning will need to accommodate the current furniture and
equipment that occupies the current space. The County is not seeking to
purchase new furniture or equipment.
Developing conceptual designs, floor plans, and space recommendations to
optimize workflow and collaboration.
Integrating technology infrastructure, such as cabling for data and power, and
considering sustainability features aligned with green building standards.
Preparing cost estimates, implementation timelines, and phased rollout plans.
Coordinating with County staff and stakeholders through meetings and
presentations. Services shall be performed on an as-needed basis or for a
specific project, with deliverables including detailed reports, CAD drawings,
and 3D renderings.
3. Qualifications Required
Proposers must demonstrate:
A minimum of two years’ experience in space planning for government and/or
public sector clients.
Licensed architects or interior designers registered in the State of Mississippi.
Proven track record with similar projects, including references from at least
three comparable engagements.
Familiarity with Mississippi-specific regulations, including seismic safety
standards.
4. Submission Requirements
Proposals must be submitted electronically or in sealed envelopes to DeSoto County
Procurement Office located at 365 Losher Street, Suite 300, Hernando, MS 38632 by
April 06, 2026 10:00 a.m. Each proposal shall include:
A cover letter expressing interest and summarizing qualifications.
Firm profile, including team resumes and certifications.
Technical approach, methodology, and project timeline.
Cost proposal, broken down by task (e.g., assessment phase: $XX, XXX; design
phase: $XX, XXX).
References and sample work from prior projects. Please include photos and
drawings, if applicable.
Completed forms, such as a non-collusion affidavit and conflict of interest
disclosure. Must include flash drive/USB.
5. Evaluation Criteria
Proposals will be evaluated based on the following weighted criteria (total 100
points):
Technical Expertise and Experience (30 points): Relevance of past projects and
team qualifications.
Approach and Methodology (30 points): Innovation in space optimization and
alignment with County needs.
Cost Effectiveness (30 points): Reasonable appropriation of proposed fees and
value provided.
References and Performance History (10 points): Feedback from prior clients is
mandatory. A selection committee will review submissions, and shortlisted firms
may be invited for interviews.

7. Terms and Conditions
The contract will be for one year, with options for renewal. The County reserves the
right to reject any or all proposals, waive irregularities, or negotiate terms.
Proposers must comply with nondiscrimination policies, prevailing wage
requirements if applicable, and data confidentiality. Attachments may include:
Sample Contract Template, Site Plans, Evaluation Score Sheet, and Insurance
Requirements Form.
