NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This is a notice of intent to award a sole source bridge contract action under statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Naval Facilities Engineering Systems Command, Northwest (NAVFAC NW) has identified a need to award a sole source, fixed price bridge contract action to Skookum Educational Programs, (CAGE 1CQA5), an Ability One firm, to continue to perform the Regional Facilities Support Services Contract (RFSC) listed on the Procurement List, as a mandatory source of supplies and services under FAR 8.7. As a mandatory source of supplies and services IAW FAR 8.7, this acquisition is exempt from full and open competition in contracting (ref. FAR 6.302-1). The anticipated contract is needed to ensure the continued support of the services due to a delay in awarding the follow-on contract. Services performed under this sole source action will include continuation of both the recurring and non-recurring services as defined in the contract’s Performance Work Statement.
Award to anyone other than the current contractor (Skookum Educational Programs) would not be in compliance with obtaining mandatory services on the Procurement List as well as resulting in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements. Award of this Bridge Contract action will ensure ample time for the Government team to complete formulating and awarding the follow-on contract by 1 April 2026.
This is not a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1), and as set forth in Federal Acquisition Regulation (FAR) 6.302-1 and FAR 15.404-1(b)(2)(ii) a comparison of the proposed prices to the historical prices paid over the life of the contract with only the Ability One firm, Skookum Educational Programs. Any interested firm(s) must identity their interest and capability to respond to the requirement no later than 14 days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 01 Nov 2024 at 1000 hours Pacific Standard Time (EST).
