THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), San Diego, intends to negotiate and award a firm fixed price Blanket Purchase Agreement (BPA) for Collaborative Assessment and Management of Suicidality (CAMS) Training and Consultation Services in accordance with Federal Acquisition Regulation Overhaul (RFO) 12.102(b) for purchases valued over the simplified acquisition threshold, only one source reasonably available to:

The objective of this sole source award is to procure Collaborative Assessment and Management of Suicidality (CAMS) Training and Consultation Services for Tripler Army Medical Center (TAMC).

CAMS-care, LLC is the sole proprietor, copyright owner, and intellectual property holder of the Collaborative Assessment and Management of Suicidality (CAMS) Framework®, the Suicide Status Form (SSF™), and the associated CAMS-Brief Intervention (CAMS-BI™) curricula.

CAMS-care, LLC, holds exclusive copyrights, trademarks, and service marks for the CAMS multi-purpose clinical assessment and treatment framework. CAMS-care, LLC does not license third-party commercial training entities to deliver CAMS Foundation certification, CAMS-BI™ role-play workshops, or official Suicide Status Form (SSF) chart-adherence fidelity evaluations. Consequently, CAMS-care, LLC is the sole entity legally authorized and operationally capable of providing the required training, curriculum licensing, fidelity audits, and certified internal trainer credentials.

The specific proprietary attributes of the CAMS model are required to more effectively address suicide risk across its entire military healthcare delivery spectrum:

• Demonstrated Efficacy in Active-Duty Military Populations: The CAMS Framework® is an evidence-based clinical intervention supported by extensive randomized controlled trials (RCTs) and non-randomized clinical trials conducted directly with active-duty U.S. Army soldiers, military veterans, and civilian populations. The research literature validates that CAMS significantly reduces suicidal ideation, overall psychiatric symptom distress, and feelings of hopelessness while enhancing treatment retention and hope.

• Care Spectrum Versatility: The CAMS framework possesses unique adaptability across varying clinical acuities within military treatment facilities (MTFs):
  
  
  
  • CAMS Standard Treatment: Designed for outpatient clinics, intensive outpatient programs (IOP), and partial hospitalization programs (PHP) spanning 6 to 12 longitudinal sessions until suicidal resolution is achieved.
  
  
  • CAMS-Brief Intervention (CAMS-BI™): Structured for acute medical and psychiatric crisis settings (e.g., Emergency Departments, Inpatient Psychiatric Units, and Boarding Clinics) over 1 to 3 targeted sessions.
  
  
  
  

• Proprietary Core Instrument: CAMS centers on the Suicide Status Form (SSF), a collaborative clinical assessment, treatment planning, and tracking tool. The clinical algorithms, driver-identification methodologies, and ongoing tracking protocols within the SSF are proprietary. No commercial equivalent or alternate therapeutic model replicates the collaborative clinician-patient dynamic established by the SSF.

The Government does not possess, nor does it have the legal data rights to acquire, the proprietary source code, copyrighted pedagogical courseware, or trademarked instructional guides underlying the CAMS training system.

This procurement requires proprietary intellectual property, copyrighted clinical frameworks, and specialized training/certification methodologies that are exclusively owned, developed, and distributed by CAMS-care, LLC. No other commercial source satisfies the clinical, methodological, and operational requirements of the required activity.

Based on market research, CAMS-care, LLC is the only source that can meet the Government’s minimum requirements for the CAMS training and consultation services.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and convincing evidence that clearly demonstrates the capability to provide the required services to TAMC. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
