SOURCES SOUGHT SYNOPSIS



Project Title: Design-Build - KYJM 17-9010 Repair and Connect B-121 to B-122 for EOD Location: Homestead Air Reserve Base (HARB), Florida Notice Type: Sources Sought / Market Research NAICS Code: 236220 - Commercial and Institutional Building Construction Small Business Size Standard: $45.0 Million Estimated Magnitude of Construction: Between $1,000,000 and $5,000,000



1. INTRODUCTION



This is a Sources Sought Synopsis. This notice is issued for market research purposes only to determine the availability, capability, and interest of qualified firms.



THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. No contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.



2. PROJECT DESCRIPTION



The Government is seeking a Design-Build Contractor to provide all , labor, services, tools, materials, equipment, transportation, supervision, and miscellaneous requirements to prepare complete construction documents (design drawings, specifications, design analysis) and perform construction at Homestead Air Reserve Base (HARB), Florida.



The scope of work includes demolition, restoration, alterations, additions, and finishes to satisfy mission requirements. Key elements of the project include, but are not limited to:





  • Design-Build Submission Packages: Preparation of 65% design, 100% design, and Final Certified submission packages utilizing Unified Facilities Guide Specifications (UFGS) and signed/sealed by a Florida-registered Professional Engineer (P.E.) and Registered Architect.




  • New Hallway Addition: Construction of an enclosed hallway to connect building 121 to building 122, including interior office finishes (carpet, lighting, electrical, fire sprinkler, and lightning protection systems), standing seam metal roof, and insulated/painted walls.




  • Site Work & Canopy: Extending the asphalt area and installing a new 35' L x 28' W x 16' H clear-span canopy (no columns) to accommodate three (3) mobility vehicles. Work includes a professional geotechnical study, grading/drainage plans (max 2% slope), and heavy-duty black polyethylene bird netting.




  • Perimeter Security: Installation of a perimeter chain link fence with one double vehicle gate, two single personnel gates, and integration of specialized security lock hardware.




  • Complex HVAC Systems: Installation of a new, highly efficient Carrier air-cooled chiller (ACCH-1) with copper/copper coils capable of withstanding 8,000 hours of salt spray testing. Work includes multi-zone variable airflow chilled water systems, DX mini-splits for communications closets, and a Bacnet DDC control system fully compatible with HARB's campus-wide WebCTRL 7.0 AutomatedLogic license.




  • Roof Replacement: Design and installation of a new standing seam metal roof system (with an R-value of 30) for warehouse building 121, admin building 121, and building 122. Design must comply with Miami-Dade County high-velocity wind zone standards (minimum 150 mph wind speed/150 psf uplift pressure) and include a 20-year single-source water-tightness warranty.




  • Specialized Security & Administrative Spaces:





    • Secure Open Storage Space (B-122): Construction of a secure room designed for high-security storage of specialized equipment. Construction requirements include permanent reinforced walls (with expanded steel mesh/18-gauge screen), no windows, GSA-approved security locks (meeting FF-L-2740), and hardened utility openings.




    • Secure Briefing and Training Room (B-122): A specialized space designed to host secure briefings for up to 35 personnel, compliant with military facility security, access control, and acoustic shielding requirements.




    • Climate-Controlled Equipment Bay (B-121): A 2,400 sq/ft secure storage bay for specialized mobility packages and equipment requiring strict environmental parameters (65°F to 80°F, 40% to 60% relative humidity) and physical separation from administrative areas.




    • Integrated Secure Communications: Maintenance, integration, and protection of existing secure network communication lines and drops throughout the facility footprint.






  • Critical Operational Constraints: Uninterrupted electrical power must be strictly maintained for existing high-security storage areas and their respective alarm systems during the entire duration of the project.





3. PERIOD OF PERFORMANCE



The period of performance for the design and construction phases is 540 calendar days from the Notice to Proceed (NTP).



4. REQUESTED INFORMATION (CAPABILITY STATEMENT)



Interested and capable firms are requested to submit a Capability Statement demonstrating their ability to perform the work described above. Submissions should be limited to five (5) pages and must include the following:





  1. Company Profile:





    • Company Name, Address, and Point of Contact (Name, Phone, Email).




    • CAGE Code and Unique Entity ID (UEI).




    • Business size and socio-economic status (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB) under the anticipated NAICS code.






  2. Bonding Capacity:





    • Provide single and aggregate bonding capacity from an approved surety.






  3. Relevant Past Performance:





    • A brief summary of up to three (3) recent projects (within the last 5 years) that are similar in size, scope, and complexity to this requirement (specifically design-build projects on military installations involving secure administrative spaces, high-velocity wind zone roofing, and complex chilled-water HVAC systems).




    • Include the contract number, project title, location, contract value, role (Prime or Subcontractor), and a brief description of the work performed.
