Prime Consultant and Architectural Services, Campbell River, BC
The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with Prime Consultant and Architectural Services (the “Deliverables”) for a rent geared to income and non-market, family-oriented housing re-development project located in Campbell River, BC.
Through this RFP process, BC Housing is seeking to enter a contract (the “Contract”) attached in Appendix 8 (Draft Contract) with an experienced and qualified supplier (the “Supplier”) to provide the Deliverables.
Key Elements of the Deliverables
Prime Consultant and Architectural Services including sub-consultants’ services to design family-oriented affordable housing to replace 48 existing Rent-Geared-to-Income (RGI) townhomes and create approximately 215 net new housing units (264 units total), with a high concentration of 3- and 4-bedroom units. The project is a redevelopment opportunity which needs to be carefully phased to take into consideration existing tenants, as there are limited relocation opportunities in the surrounding neighbourhoods. Proponents shall provide the services as described in Appendix 9 (Project Requirements) and Appendix 8 (Draft Contract, including Schedule A).
The Prime Consultant and Architectural Services will be carried out in phases contingent upon funding approval. The contract will be executed for the first four phases, advancing the project to the completion of Building Permit submission, municipal review and issuance phase. If funding is approved for subsequent phases, the scope and pricing for the next phases will be incorporated into the contract through an amending agreement.
The Prime Consultant will be responsible for all Payment Certifier duties and the necessary professional certification throughout the entire construction period.
Proponents should ensure that they propose a strong, experienced well-balanced project team that includes sufficient resources and depth of experience to effectively undertake all aspects of the project, and to provide timely, comprehensive, and quality deliverables ensuring that design, specifications, and drawings meet the requirements of BC Housing Design Guidelines and Construction Standards, BC Housing Commissioning Guidelines, and the program requirements of the future building Operator
