Can the city provide a proof-of-concept reference document or provide information establishing the design basis for the bollard speakers as there are many types of bollards with widely varying sizes and corresponding price points and varying means of performance when propagating sound. The award basis is the lowest respondent which favors a respondent whom may utilize the smallest of bollards as their speaker basis, use of directional bollards which are more affordable than multi directional bollards, etc.
