Description:
The Pennsylvania State Police (PSP), Bureau of Communications and Information Services (BCIS) is issuing this Invitation for Bid (IFB) to procure Portable Automated License Plate Readers in accordance to the specifications and requirements provided in this solicitation.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than June 1, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

I-1. Statement of the Project.
The Pennsylvania State Police (PSP), Bureau of Communications and Information Services
(BCIS), is issuing this Invitation for Bid (IFB) to procure Portable Automated License Plate
Readers. These requirements and quantities are set forth in these specifications as for all
related products and services. This is a no substitute solicitation.
I-2. Specification and Quantity.

100-Watt Solar Panel
Top Mount End Cap – (Standard)
Axon Outpost Pole (Standard)
Standard Solar Hardware Kit
Battery and Charger Enclosure (Extended)
TAP Refresh One – Camera
TAP Refresh One – Battery Enclosure
Axon Vehicle Intelligence – ALP License
Standard Installation
Upgraded Installation
I-3. Warranty and Maintenance.
5- year extended warranty with maintenance, Technology Assurance Program (TAP),
and vandalism/accident coverage.
I-4. Manufacturer Authorization.
If the offeror submitting a response to this IFB is not the original equipment manufacturer
(OEM) of the equipment being provided, the Offeror must submit a Manufacturers
Authorization Letter which clearly states the Offeror is authorized to provide the above
listed equipment. The Manufacturer Authorization Letter must reference “IFB
6100066085 – PSP BCIS Portable Automated License Plate Reader Cameras”.
I-5. Estimated Quantities.
It shall be understood and agreed that any quantities listed in the Contract are estimated
only and may be increased or decreased in accordance with the actual requirements of the
Commonwealth and that the Commonwealth in accepting any bid or portion thereof,
contracts only and agrees to purchase only the materials and services in such quantities as
represents the actual requirements of the Commonwealth. The Commonwealth reserves
the right to purchase materials and services covered under the Contract through a separate
competitive procurement procedure, whenever the Commonwealth deems it to be in its
best interest.
