Roadkill Deer Contract Re-Write
Description:
Contractors will be responsible for responding to, collecting, and disposing roadkill deer (RKD) and associated parts of RKD within two separate frameworks:
CWD-Positive Townships/Boroughs - Any RKD within the specified townships/boroughs may be collected with or without notice from the PGC’s Central Dispatch. These RKD must be collected from the roadway, contractors must remove the head for delivery to a CWD laboratory, and the remainder of the carcass must be disposed of through a commercial waste management facility. RKD heads will be tagged with location information and individually bagged before deposition in a cooler at the CWD laboratory.
Outside of CWD-Positive Townships/Boroughs – Only RKD reported to the contractor by PGC’s Central Dispatch should be collected. These RKD must be collected from the roadway within 24 hours of dispatch’s notification, but do not need the head delivered to a CWD laboratory. Instead, these RKD can be disposed of through a commercial waste management facility directly after collection from the roadway.
Line items:
Roadkill Deer Disposal Service – Within CWD-Positive Townships/Boroughs
• Collecting RKD from roadways (up to 50ft from roadway) within specified townships where CWD has been detected
• Removing head from RKD and delivering head to the Northcentral Regional Office (1566 PA 44 Hwy, Jersey Shore, PA 17740) or the CWD lab in Proctor (1609 Proctor Road, Williamsport, PA 17701)
• Disposing of rest of RKD carcass at commercial waste management facility
Roadkill Deer Disposal Service – On Call Outside of CWD-Positive Townships/Boroughs
• Responding to RKD notifications from PGC’s Central Dispatch within 24 hours
• Collecting these indicated RKD from roadways (up to 50ft from roadway)
• Disposing of whole RKD carcass at commercial waste management facility
Gone On Arrival
• Cost to be paid to contractor responding to RKD reported location where RKD is no longer present
• 25% of typical cost
3 Individual Contracts:
Tioga, Lycoming, and Union Counties
• Contractors will be responsible for collecting any RKD reported to them through the PGC’s centralized dispatch center within 24 hours, which will include county and local roadways within Tioga, Lycoming, and Union counties
• Contractors will be responsible for collecting RKD (both reported and not reported from dispatch) within the following townships/boroughs in Lycoming County:

o Franklin

o Hughesville Borough
o Loyalsock
o Mill Creek
o Moreland
