The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) for promotion certificate frames per the attached specifications and requirements.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than June 2, 2026, at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act Form (GSPUR-89) and Worker Protection and Investment Form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register obtain a vendor number and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

I-1. Statement of the Project.
The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) to procure custom
certificate frames in accordance with the specifications and quantity provided in this solicitation.
This is a no substitute solicitation.
I-2. Specification and Quantity.
A. Frame, mat and glass specifications.
a. Black picture frame.
i. Key holes in the back for both vertical and horizontal mounting;
ii. Frame must be 20” H x 16” W x 1” D;
iii. Clear acrylic must be used for frame (instead of glass); and
iv. Matting in color white: outside dimensions 16” H x 12” W;
inside dimension 14” H x 11” W.
B. Estimated Quantities.
a. 300 frames (frame, mat and clear acrylic front).
I-3. Samples.
Upon award, PSP will send via UPS one of our current frames as a physical guide to follow the
requirements and photos outlined in this Bid Specification. The awarded vendor will have twenty
(20) calendar days from receipt of the current frame to recreate and send a sample frame to the
Delivery/Service Location listed below. PSP will review the sample for final approval. The
awarded vendor must mail back BOTH the original sample frame provided by PSP in addition to
the sample created by the vendor. Vendor will assume shipping costs.
I-4. Estimated Quantities
It shall be understood and agreed that any quantities listed in the Contract are estimated only and
may be increased or decreased in accordance with the actual requirements of the Commonwealth
and that the Commonwealth in accepting any bid or portion thereof, contracts only and agrees to
purchase only the materials and services in such quantities as represents the actual requirements of
the Commonwealth. The Commonwealth reserves the right to purchase materials and services
covered under the Contract through a separate competitive procurement procedure, whenever the
Commonwealth deems it to be in its best interest.
