Pursuant to the Port St. Lucie City Code of Ordinance 35.07 , this electronic Request for Qualifications (RFQu) is being issued to establish a contract with a qualified proposer who will provide Professional Services for Preparation of a Design Criteria Package for a Design-Build Public Recreation Center to the City of Port St. Lucie (hereinafter, “City”) as further described in this RFQu.
The City of Port St. Lucie is requesting statements of qualifications from firms licensed under Section 287.055, F.S. , and experienced in the planning and development of design criteria packages for public facilities, particularly recreation centers or similar multi-purpose buildings. Responses will be accepted from firms with demonstrated qualifications relevant to this project scope.
The City is seeking a qualified design professional to prepare a Design Criteria Package (DCP) in support of a future design-build solicitation involving the construction of the Walton & One Recreation Center (WORC), a high-quality recreation facility planned for eastern Port St. Lucie, Florida. The facility will be operated and maintained by the City of Port St. Lucie Parks and Recreation Department (PSLPRD) and is proposed for a site within the Walton & One development, located at the southeast corner of US Highway One and Walton Road.
As part of the City’s Strategic Goals & Priorities, Walton & One is envisioned as a vibrant, mixed-use district featuring residential, office, retail, hotel, entertainment, recreation, and civic components. It is intended to serve as a catalytic development that drives revitalization and redevelopment throughout the city. The district will include multi-story buildings with increased density, and consideration of a multi-story development plan is desired for the WORC site to align with this broader vision.
Currently, a 46,000-square-foot recreation center is housed within the MIDFLORIDA Event Center. This facility includes an indoor gymnasium, fitness center, recreation classrooms, and racquetball courts. Relocating the recreation center to a freestanding facility within Walton & One will allow for the expansion of event center operations, while also positioning the new WORC as a community anchor within the growing district.
PSLPRD is in the process of updating its 10-Year Parks and Recreation Master Plan. The amenities planned for WORC should complement those offered in the existing facility and address future needs as identified in the updated Master Plan.
The WORC should be designed to fit logically within the shape and constraints of the selected site, and reflect architectural compatibility with both the surrounding built environment and the Master Plan for Walton & One. The selected consultant, including any sub-consultants, will be responsible for developing the DCP and coordinating with City staff to provide recommendations for features, amenities, and layout.
