Title: CDBG-DR - CEI Services for Century Bridge Replacement - HS019
Addenda: 0
Release Date: 5/19/2025
Due Date: 6/10/2025
Escambia County is soliciting qualified and experienced firms for Community Development Block Grant Disaster Recovery (CDBG-DR) CEI Services Contract which includes the replacement of the bridge on Alger Rd in the town of Century and the rehabilitation of a pipe culvert on Jefferson Ave in the town of Century. Escambia County has been awarded $2,862.137.00 in CDBG-DR funding for drainage road improvements at Jefferson Avenue, and Alger Road Bridge located in the Town of Century. These areas experienced flooding due to Hurricane Sally which caused localized erosion and deterioration to the structural integrity of the bridges/culverts. The project will meet restoration of infrastructure damaged by Hurricane Sally activities. Fortifying these culverts/bridges against additional deterioration will increase their resilience to future disasters and eliminate the long-term risk for loss of life, injury, damage to and loss of property, suffering and hardship. The project will take place at Jefferson Ave (Culvert Rehabilitation), and Alger Rd (Bridge Replacement) Century, Florida, 32535. In addition to repairing the damage caused by Hurricane Sally, the improvements will also include measures such as slope stabilization with rip rap, flowable fill, erosion matting, grassing, etc., as required, to harden the structures and mitigate against future damage during a storm event
On September 16, 2020, Hurricane Sally (DR-4564) swept over the Florida panhandle as a Category 2 hurricane, bringing heavy rainfall and flooding. The impacts of Hurricane Sally further demonstrated the need for an effective, comprehensive long-term recovery plan that would address and meet the remaining needs of Floridians following this catastrophic event. In the wake of this natural disaster, Florida came together to recover and rebuild, but significant unmet needs remain.
Recognizing this, Congress appropriated, and the U.S. Department of Housing and Urban Development (HUD) allocated a total of $113 million in funding to support long-term recovery efforts following Hurricane Sally through the Florida Department of Commerce (Commerce) Community Development Block Grant Disaster Recovery (CDBG-DR) Program.
