NOTICE TO BIDDERS

RFB#26-078

Sealed proposals will be received by Wake County Procurement Services, in Suite 2900, Wake

County Justice Center, 301 McDowell Street, Raleigh, NC 27601, up to 2 p.m. on September 15, 2026,

and immediately thereafter publicly opened and read for providing labor, material and equipment entering

into the construction of Lake Crabtree County Park Improvements, located in Morrisville, NC. An

electronic copy of the contract documents (PDF) may be obtained from Accent Imaging beginning August 5,

2026. Printed copies of the plans and specifications may be purchased from Accent Imaging online or at

(919)782-3332. Plans may be accessed for viewing and download at http://www.planscope.com/.

A pre-bid conference will be held at 10:00 AM local time on August 12, 2026, at Lake Crabtree County

Park located at 1400 Aviation Parkway, Morrisville, NC 27560. Attendance at the pre-bid conference is not

mandatory but strongly encouraged. We will meet at the Beech Shelter for the meeting, then walk the site as time

allows.

Questions will be received ONLY in written form. The deadline to submit written questions to

WithersRavenel is 5:00 pm local prevailing time on September 2, 2026. A final addendum will be released no later

than 5:00 PM on September 8, 2026.

Non-Discrimination Requirements. This solicitation is for work at Raleigh-Durham International Airport

(RDU) and is subject to Title VI of the Civil Rights Act of 1964, as amended, and applicable Federal Aviation

Administration (FAA) nondiscrimination regulations, orders, and directives, including 49 CFR Part 21. The

Contract awarded under this solicitation will incorporate non-discrimination provisions requiring the successful

Offeror to:

1. Not discriminate on the basis of race, color, national origin, or sex in performance of the Contract;

2. Provide information and reports, and permit access to books, records, accounts, and facilities, as

needed to determine compliance;

3. Be subject to contract sanctions for noncompliance, including withholding of payment and/or

termination, in whole or in part; and

4. Flow down these same requirements into every subcontract, including procurements of materials

and equipment leases, unless exempt.

Offerors should account for these obligations, including flow-down to subcontractors and suppliers, in

preparing their proposals. The full non-discrimination clause is set forth in of the Contract.

A Bid Bond in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject

to the conditions provided in the Instruction to Bidders. No bid may be withdrawn for ninety (90) days after the

scheduled closing time for bids. The Owner reserves the right to reject any or all bids and to waive informalities.
