Project Description: General Notice
Erie Water Works (Owner) is requesting Bids for the construction of the following Project:
Sigsbee Booster Pump Station Renovations
Contract Nos. 2025-02A & 2025-02B
Sealed bids for the construction of the Project will be received electronically via the PennBid Program by the Erie Water Works until Wednesday, November 12, 2025, at 10:00 A.M. local time.
The Project includes the following Work:
Work under Contract 2025-02A & 2025-02B covers the furnishing of all labor, material, plant, utilities, and services required for the construction of improvements to the Sigsbee Booster Pump Station.
The Project has an expected duration of 510 days.

Bidding Documents may be downloaded from the designated website. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website.
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Thursday, October 23, 2025, at 2:00 P.M. at the Erie Water Works Engineering, Distribution, & Meter Service Center located at 240 West 12th Street, Erie, PA 16501. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
This project is funded in whole or in part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents.
Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin.
Each contractor is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Materials utilized must comply with the American Iron and Steel Act, Steel Products Procurement Act, and Build America, Buy America.
Attention is called to the fact that PennVest funding is being provided for this project and that the requirements of PennVest, Federal Minority Business Enterprise, and Women Business Enterprise as outlined in the specifications are to be adhered to, that not less than the minimum salaries and wages, as established by the Federal Davis-Bacon Wage rates must be paid on this project.
The Owner hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of sixty (60) after the Bid Due Date.
