Reamstown Memorial Park – Improvement Project - REBID

Project Description: Sealed proposals will be received electronically by East Cocalico Township until 2:00 PM on Monday, April 27, 2026, for the following project:
Reamstown Memorial Park – Park Improvements - REBID contains one (1) contract: Contract No. 1 – Site Improvement Contract (General Contract).
Bid results will be made available online after the bid opening.
Plans and contract documents are available at no cost on PennBid (www.pennbid.net).
Bid Security in the amount of 10% of the Bid amount, the Workmen’s Compensation Affidavit, Public
Works Employment Verification Form, and a Non-Collusion Affidavit must accompany the Bid in
accordance with the Instructions to Bidders.
Bids shall remain open for a period of 60 days from the date of Bid opening. Bids may not be withdrawn
during this period. The successful Bidder shall be required to furnish performance and payment bonds in
the amount of 100% of the Contract Price in accordance with the Instructions to Bidders.
Inquiries shall be submitted using the “Questions” feature in PennBid.
Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal
grant provided to Lancaster County from the U.S. Dept of Housing and Urban Development and is
subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors
according to the U.S. Department’s Wage Decision included in the specifications. All bidders must also
comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968;
the Executive Order of 11246 or any other order which prohibits discrimination in employment. All
bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the
specifications must be submitted or the bid will be rejected as non-responsive.
Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the
Invitation to Bid.
East Cocalico Township reserves the right to accept or reject any or all bids, to re-advertise and award the contract in the regular manner, or to waive any informality in the bid received and to accept any bid deemed to be most favorable in the interest of East Cocalico Township.
