The U.S. General Services Administration (GSA) intends to issue a Request for Proposals for the award of a single firm-fixed-price construction contract for a design-bid-build project to establish a turnkey U.S. Passport Office for the U.S. Department of State at thevWallace F. Bennett Federal Building in Salt Lake City, Utah.
This notice is issued for planning purposes only and is not a solicitation.
Project Description
The project includes approximately 48,000 square feet of construction consisting of:
A seventh tenant agency will relocate under a separate construction contract. While outside the scope of this procurement, coordination with that effort will be required due to project sequencing.
Because the Bennett Federal Building will remain fully occupied throughout construction, the contractor will be required to execute the work in coordinated phases to maintain public access, continuous security screening operations, building functionality, and ongoing tenant operations while minimizing disruptions.
Procurement Information
GSA intends to conduct a competitive negotiated procurement under FAR Part 15 and award a single firm-fixed-price construction contract using a best value tradeoff selection approach.
This procurement will be solicited as full and open competition under NAICS 236220 - Commercial and Institutional Building Construction.
GSA anticipates an estimated construction value of approximately $20 to $30 million.

GSA anticipates issuing the Request for Proposals by September 30, 2026. All provided timelines are projections and remain subject to change.
The solicitation, all amendments, notices and related procurement information will be available through SAM.gov. Interested parties are responsible for monitoring SAM.gov for updates, amendments and additional information related to this procurement.
Offerors must be actively registered in the System for Award Management (SAM.gov) at the time of proposal submission and contract award.
