Water and Wastewater Treatment Chemicals- Sodium Hypochlorite 12.5% (NaOCl), Liquid Ammonium Sulfate (LAS), and Sodium Hydroxide 25% (NaOH

The City of Granbury is soliciting competitive proposals from qualified and experienced vendors for the purchase and delivery of the following treatment chemicals:

• Sodium Hypochlorite 12.5% (NaOCl)
• Liquid Ammonium Sulfate (LAS)
• Sodium Hydroxide 25% (NaOH)

These chemicals will be used at designated City water and wastewater treatment facilities and must meet all applicable operational, safety, and regulatory requirements.

The selected proposer shall provide a reliable supply of chemicals meeting the City’s specified quality and performance requirements, maintain timely delivery, and comply with all specifications outlined in this RFP.

Estimated quantities are provided solely for planning and evaluation purposes; actual purchase quantities may vary depending on treatment needs, flows, facility operations, and other operational factors.

The City intends to award a contract to the proposer offering the best overall value in accordance with the evaluation criteria outlined in this document. The City reserves the right to award the contract per applicable laws, policies, and procurement requirements.

The City of Granbury operates one Water Treatment Plant (WTP) and two Wastewater Treatment Plants (WWTPs). These facilities require various chemicals to support the production of safe drinking water and the effective treatment of wastewater.

The Water Treatment Plant began operations in October 2017 and utilizes microfiltration and reverse osmosis treatment technology. The plant expanded treated surface water capacity by over 500% and replaced the previous water treatment facility.

Chemicals used at this facility include:

• Sodium Hypochlorite 12.5%
• Liquid Ammonium Sulfate (LAS)
• Sodium Hydroxide 25%

Bulk Sodium Hypochlorite storage tank capacity: approx. 6,500 gallons.

The South WWTP treats wastewater from residential, commercial, and industrial sources. Chemical requirements vary based on plant conditions and regulatory needs.

The East WWTP began operations in Summer 2026. It utilizes biological and other treatment processes and is monitored through regular sampling and analysis by City laboratory personnel. Chemical requirements vary based on flow and treatment conditions.
