The 145th Airlift Wing Contracting office intends to award a sole source to Advantor for the delivery and installation of an additional intrusion detection system, provide and install managed network switches, turnkey installation of all components, conduct contractor verification testing, provide as-built drawings, and install ACS Field Equipment in building 51.
Advantor Systems is the sole source for Advantor manufactured systems and components, as well as the sole source for manufacturer-certified installation and training. The equipment and technical information are proprietary in nature and specific only to the OEM. Advantor only sells to direct to end users, and does not sell their products through distribution channels. Additionally, Advantor is the only installed security system at the 145th Airlift Wing. This requirement is to expand the current security system to add an additional building (Hangar 51). It would not be cost effective for the government to install an entire new security system throughout the whole installation. As such competing this requirement on the open market is not reasonable.
There will be no written solicitation issued. This procurement is being made pursuant to FAR 13.106-1(b)(1), Soliciting from a single source. All qualified sources must respond not later than the date and time specified under General Information within this special notice.
A determination by the government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Responses should be emailed Attention MSgt Sarah Marshall at sarah.marshall.6@us.af.mil, AND Capt. Scott Thomas at scott.thomas.53@us.af.mil. No telephone or fax inquiries will be accepted.
