General Requirements

1. SCOPE

1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Commercial facility for Coast Guard vessels.

3. REQUIREMENTS

3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI apply to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract.

3.2 Period of Performance. The period of performance for this work is 31JUL26 to 04AUG26.

3.3 Location. The Contractor must perform the work while the USCGC BERTHOLF is alongside the pier at:

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to renew the ventilation fan(s) listed in Table 1.

3. REQUIREMENTS

3.1 General.

3.1.1 CIR.

None.

3.1.2 Technical Representative.

Not applicable.

3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences). Known interferences include, but are not limited to the following:

• Ventilation screens


• Ventilation ducting


• Piping


• Wiring


• Fan mounting and fan supports


• Electrical cables

3.1.5 Disposal. The Contractor must dispose of the removed vaneaxial fan and new fan shipping materials in compliance with applicable local, state, and Federal regulations.

3.1.6 Elevated surfaces. The Contractor must, in accordance with CFR Title 29, Part 1915, Subpart E, erect suitable staging or scaffolding, as required, to facilitate work. The Contractor must provide all lifting equipment to remove and re-install the vaneaxial fan assembly in Table 1.

3.1.7 Small boat. Ship’s force will remove the small boat located in the Dual Point Davit.

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR

3.3 Temporary ventilation. Not required.

3.4 Vaneaxial fan assembly removal. The Contractor must remove vaneaxial fan assemblies listed in Table 1 from their ventilation ducts. The Contractor must temporarily support the ventilation duct on each side of removed vaneaxial fan assembly.

CAUTION

Multiple sources of power may be present. Ensure that all power sources are secured and tagged prior to the start of any work. All auxiliary circuits in the machine must be de-energized.

3.4.1 Ship Forces will disconnect electric cables to vaneaxial fan assembly in accordance with SFLC Std Spec 3042. Pull back cables and temporarily insulate cable ends for safety. Record wiring information for later re-connection.

3.4.2 The Contractor must clean and inspect three feet of ductwork connected to inlet and outlet of the removed fan. Submit a CFR with inspection results.

3.4.3 The Contractor must test cables between electric motor and control equipment in accordance with SFLC Std Spec 3041. Submit CFR with test results.

3.5 Vaneaxial fan installation. The Contractor must install vaneaxial fan assembly provided as GFM. Follow the installation procedures outlined in CG Tech Pub 7148 Chapter 8. Submit pre-installation testing results via CFR.

3.5.1 Secure ducting flanges to fan flanges using new stainless steel cap screws, washers, and locknuts.

3.5.2 Restore all ventilation ductwork and ventilation screen to original configuration as shown on Coast Guard Drawing references listed in Section 2. Attach screen using new stainless steel hardware.

3.5.3 Re-connect cables with previously recorded information and firmly secure the cables. Test cables in accordance with SFLC Std Spec 3042 and re-connect the cables with previously recorded wiring information in accordance with SFLC Std Spec 3041.

3.6 Verification. Prior to re-energization, a final closeout inspection must be performed in the presence of the Coast Guard Inspector. Follow the Checkout Procedures outlined in CG Tech Pub 7148. The Contractor must submit a signed completed copy of the inspection checklist via CFR.

CAUTION

To prevent damage to multi-speed motors with possible opposite shaft rotation in different speeds, always start motor directly from off and never shift directly from one speed to another until direction of rotation checks are completed satisfactorily and shaft completely stopped in all speeds. Ensure shaft is not rotating (completely stopped) prior to any restarting of the motor.

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.7 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector, and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Verify that vaneaxial fan assembly is rotating in the proper direction in all speeds. Verify that Vaneaxial Fan Assembly is quiet and vibration free. Operate the fan assembly at its rated speed for 30 minutes. Record current and voltage during the test. Submit a CFR.
