Description
The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106(b) to obtain Mental Health Research Education and Clinical Centers (MIRECC) Education, Research, and Honorarium Program Support.
Period of performance: Anticipated 1/15/2025 1/14/2026 with the provision of four (4) option years.
Basic description of the requirement: The Chesapeake health Education Program is a 501(C)3 non-profit corporation established in 1990 a Memorandum of Understanding (MOU) and a Revocable License between the Corporation and the VA Maryland Health Care System (VAMHCS) allows a close but separate working relationship with the Department of Veterans Affairs to accomplish staff education and the sharing of educational resources. The corporation was formed when member organizations signed an agreement to work together and share educational resources. How that occurs is completely up to the agency. Most share "in-kind" resources with the responsibility for financial resources maintained by CHEP. Through this mechanism, no partnering agency is at financial risk, yet all agency staff members can benefit. The primary challenge for the partnering agency is to encourage full participation at the educational events among the staff of their agency. The result is the ability to provide excellent programs at a price that is affordable.
In 2002, VA Central Office of Mental Health recommended that the Mental Health Research Education and Clinical Centers (MIRECC), located in VISNS l,2,4,5,6,15,19,20,21, and 22, establish a working relationship with the CHEP to facilitate the mission of the MIRECCs to provide clinical research and education to mental health providers and our veterans and their families. The CHEP has provided invaluable support of the mission of the VISN 2 MIRECC since 2002.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement by December 27, 2024 at 2:30pm Eastern Standard Time (EST).
The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE Education and Program Support- Bronx in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Lynn Krakowiak at Lynn.Krakowiak@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
