UC Davis Health in Sacramento, California requests Statements of Qualifications on or before 2 p.m. Monday, May 5, 2025, from qualified firms interested in providing construction inspections/IOR services for the following project:

UC DAVIS HEALTH MEDICAL CAMPUS OR MODERNIZATION INTEGRATION
The goal of this project is to integrate OR technology on the UC Davis Health¿s Surgery & Emergency Services Pavilion (SESP) and Same Day Surgery Center (SDSC) in Sacramento, California by addressing needed upgrades to the OR Lights/Monitor booms due to boom failures beyond the ability to repair and/or replace parts.
In the SESP building, the OR Modernization project will upgrade the Audio/Visual Technology within the twenty-four (24) operating rooms. This includes combining the AV network head end equipment into one new centralized AV Room. Four (4) of the twenty-four (24) ORs will require conversion to Cardiovascular Operating Rooms (CVOR¿s), requiring reconfiguration of the room orientation, structural components, medical gas needs, laminar air flow, and technology upgrades. The project will include equipment improvements to the Pre-Op and PACU areas, including remodel of the SESP L3 OR Waiting Room.

The following is the University timeframe for the OR Modernization project. Assumptions include phased approvals, overlapping packages, incremental review and approval with both University Plan Review and HCAI review.
Permit 1: Make Ready (Jan 2025 ¿ Nov 2025) ¿ This Phase of the project is NOT part of this RFQ scope, but this work will be in progress concurrently with Permit 2 work under a separate contract through the University.
Permit 2: Operating Rooms, PACU & Pre-Op Renovations (July 2025 ¿ July 2028) ¿ This Phase of the project is part of this RFQ and scope of work.
Permit 3: Waiting Room Renovation (Dec 2025 ¿ Jan 2027) ¿ This Phase of the project is part of this RFQ and scope of work.
This selection process will identify the most qualified firm to provide the OR Modernization project for Inspector of Record (IOR) Services. The nature of the services requested and the duration of the project require a multi-year contract from approximately 2025 to 2027. The University expects the Proposer to adequately staff the Project with fully qualified inspection staff as the job demands.
The selected IOR shall perform its services in accordance with the approved plans and specifications, applicable codes, regulations, and accepted testing procedures and shall furnish all material, labor, equipment, and tools. IOR shall perform all services provided in accordance with the Contract Documents, Title 24 of the California Code of Regulations (as amended), Design, and Construction of Buildings Under HCAI Jurisdiction by the California Healthcare Foundation, dated March 2006, HCAI, and all applicable State and local codes and regulations.

Statements of qualifications shall be specifically tailored to this RFQ, responding directly to the screening criteria (See RFQ document and Consultant Qualification form available on the above link). After Qualification Statements are received, a Screening Committee will review, conduct reference checks and recommend a shortlist of firms. A Selection Committee will conduct the discussions with shortlisted firms prior to selecting the successful consultant.
Statements of qualifications must be submitted electronically no later than 2 p.m. Monday, May 5, 2025, to the link to be provided by UC Davis Health. No hard copies will be accepted. Firms interested in responding to this RFQ must notify the University by Friday, May 2, 2025, to be provided a link to upload their Qualifications package. Statements of Qualifications will not be accepted after the date and time stipulated above.

Consultant/Design Professional shall pay all persons providing services and/or any labor on site, including any University location, no less than UC Fair Wage (defined as $15 per hour as of 10/01/2017) and shall comply with all applicable federal, state and local working condition requirements.
