1. OVERVIEW:

1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of

Purchasing & Contracting is seeking to establish contracts with one or more companies that can

design, permit, fabricate, and deliver courtesy docks for various Access Areas (boat ramps) for

the Agency of Natural Resources (referred to as State). The State is seeking firms that

specialize in this work and have the qualifications and demonstrated experience to perform the

work outlined in this RFP.

1.2. CONTRACT PERIOD: Contracts arising from this RFP will be for a period of thirty-six months

with an option to renew for one (1) additional twenty-four month period (total of five years). The

State anticipates the start date for such contract(s) will be September 1, 2026.

1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed

in writing to the State Contact listed on the front page of this RFP. Actual or attempted contact

with any other individual from the State concerning this RFP is strictly prohibited and may result

in disqualification.

1.4. BIDDERS’ CONFERENCE: A bidders’ conference will not be held.

1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this

RFP or wishing to comment on any requirement of the RFP must submit specific questions in

writing no later than the deadline for question indicated on the first page of this RFP. Questions

may be e-mailed to the point of contact on the front page of this RFP. Questions or comments

not raised in writing on or before the last day of the question period are thereafter waived. At

the close of the question period a copy of all questions or comments and the State's responses

will be posted on the State’s web site http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort

will be made to post this information as soon as possible after the question period ends,

contingent on the number and complexity of the questions. All information provided by vendors

during this process will be public and bidders shall not provide confidential information, except

as described in 4.1 below.

1.6. CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the State

through the issuance of an Addendum to this RFP and posted online at

http://www.bgs.state.vt.us/pca/bids/bids.php . Modifications from any other source are not to be

considered.

2. DETAILED REQUIREMENTS/DESIRED OUTCOMES:

2.1. Responsibilities for this contractor may include, but are not limited to topographic surveys, dock

and fishing pier design, regulatory permitting, and dock fabrication and installation. Fishing pier

construction will need to be bid out separately due to the potential complexities related to the

unique site conditions. Contractors who bid on and are able to provide all aspects of the RFP

are preferred and will be given priority when selecting contractors. Details of the bid items are

below:

Topographic Survey - Most Access Areas have existing topographic surveys that will be

provided to the Contractor upon initiation of the project. However, if none exist or are not

provided to the Contractor, the Contractor must have the capability to create a survey

themselves, including field work and development of CAD or equivalent existing

conditions on which to base a design.

Design:

Dock Design - The Contractor must be capable of designing a dock that is of commercial

grade (uniform live loads >20 lbs/sq ft minimum) and MUST be compliant with 2010 ADA

Standards for Accessible Design. Standard design for VT Fish & Wildlife includes the

following; 6 ft wide x 50 ft long dock including gangway, ADA curbing and handrail,

cleats, and floating docks with wheel kits for ease of install and removal. Galvanized

steel or aluminum dock frames are the preferred materials. Standard decking for bidding

purposes may include pressure treated lumber or composite decking. If composite

decking is proposed as a base bid, the bidder must provide the specific product name

they are proposing. Prices for alternative decking materials may be submitted as

add/deduct alternates where applicable. In addition to the dock, when applicable,

anchoring must also be part of the design.

In addition to traditional floating docks, the State may propose paddling access or

adaptive launch systems intended for launching of kayaks, canoes, and other

paddlecraft. Such systems may differ from standard dock configurations and will be

evaluated based on accessibility performance, durability, safety, and suitability for site

conditions.

Fishing Pier Design – The State occasionally constructs shore fishing piers to allow the

public to fish safely from shore or observe wildlife from an accessible structure. Designs

have varied depending on site conditions and include steel frame, aluminum frame,

concrete, and timber. The Contractor shall work closely with State staff to come up with

a functional design that is compliant with 2010 ADA Standards for Accessible Design,

including functional accessibility for the intended users and activities (e.g., accessible

fishing handrail around perimeter of platform).

Due to the complexity of constructing these structures, the State reserves the option to

bid out stand-alone fishing piers on a project-by-project basis or use existing contract

labor and material rates as the basis of a project cost estimate.

Regulatory Permitting – Typical permits required for docks and fishing piers are a

General Permit (Army Corps), Lakeshore Encroachment, Shoreland, or Stream Alteration

Permit (VT Dept of Environmental Conservation), and local municipal permits. The

Contractor shall be responsible for obtaining these permits unless otherwise noted.

Laborer – This item is meant to account for the Contractor’s staff time for miscellaneous

work that is not specifically tied to other labor rates such as field visits to address minor

dock repairs or for constructing fishing platforms.

Welder – This item is meant to account for the Contractor’s staff time specific to welding

if/when required.

Other - This item is meant to allow the Contractor to provide a specific labor rate for

skilled staff not already specified in the bid.

Dock Fabrication – Ideally docks are fabricated during the fall and winter so that they can

be installed in the spring months (May or June), in time for early boating season. All

docks shall have a useful life guarantee of no less than 20 years and a manufacturer’s

guarantee of no less than 10 years. Docks shall be bid on a square foot basis and

include pricing on the following items: ADA curbing and required railings, 1 wheel mount

per section, floats, vinyl edge and corner fenders (or approved equivalent), 10-inch steel

cleats.

The bid allows for many different “grades” of dock. For example, commercial grade vs.

residential grade. Please specify the different grades of dock and provide as much detail

as possible (attached additional product information if necessary) so that one dock can

be differentiated from another. Steel is the preferred dock frame material, but other

metals may be approved.

Standard decking for bidding purposes may include pressure treated lumber or

composite decking, subject to system design and performance requirements.

For bidding purposes, dock sections should be priced on a per square foot basis without

any “add-ons.” Add-ons include rails, bumpers, hinges, wheel kits, etc.

2.1.8.

Gangway Fabrication - Gangways shall be fabricated during the fall and winter so that

they can be installed in the spring months (May or June), in time for early boating season.

All gangways shall have a useful life guarantee of no less than 20 years and a

manufacturer’s guarantee of no less than 10 years. Gangways shall be bid on a linear

foot basis and include pricing on the following items: ADA curbing and required railings, 1

wheel mount per section, floats, and vinyl edge and corner fenders (or approved

equivalent).

vs. residential grade. Please specify the different grades of gangway and provide as

much detail as possible (attached additional product information if necessary) so that one

gangway can be differentiated from another. Steel is the preferred gangway frame

material, but other metals may be approved.

Standard decking for bidding purposes may include pressure treated lumber or

composite decking, subject to system design and performance requirements.

For bidding purposes, gangways should be priced on a linear foot basis without any “add-

ons.” Add-ons include rails, bumpers, hinges, wheel kits, etc.

For ADA paddling access systems, the Contractor may propose alternative transition or

access configurations in lieu of traditional gangways, provided such systems meet ADA

requirements and are appropriate for site conditions.

2.1.9.

Transitions Plates – The standard material for this item will be steel diamond plate (or

approved alternative) with a hinge that pivots the plate vertically to allow for maintenance

of the upland surface/material. The width will be that of the dock abutment and length will

depend on site conditions, but range from 1-6 ft. This item shall be bid on a square foot

basis. These plates are to provide a smooth transition from the walking surface to the

dock abutment. These areas are often subjected to erosion or frost which create barriers

a year or two after dock installation.

2.1.10. Dock Anchor Fabrication & Installation – While this item is an essential component of a

dock, methods and materials are unique to site characteristics and design. Therefore,

this item will require custom pricing on a project-by-project basis.

Note: Anchoring methods may include pilings, helical anchors, concrete, articulated

arms, shore-mounted restraint systems, non-penetrating anchors, or hybrid approaches

may be proposed where site conditions warrant and shall be evaluated based on

performance, environmental impact, and long-term durability.

2.1.11.

Site Preparation – The Contractor shall provide a variety of heavy equipment rates as a

basis for estimating site preparation. Each rate shall include the operator in the rate.

The State shall have the option to hire a third-party contractor to conduct site prep or

negotiate a flat price for site preparation with the Contractor using established contract

rates.

2.1.12. Mobilization – This rate shall be specific only to mobilizing heavy equipment to a site for

site preparation. It shall be an hourly rate.

2.1.13. Mileage – This shall be a flat rate for delivering the dock to the site.

2.1.14. Dock Installation – This shall be an hourly rate for installation by the Contractor.

2.1.15. Dock Decking – Unless otherwise stated, the dock decking shall be pressure treated or

composite decking for the base bid. Alternate deck pricing will be indicated as an add or

deduct from the base bid pricing. Therefore, under this item the base decking price

would be $0 as this price would be built into the square foot price for each dock style.

2.2. The Contractor will be required to provide all equipment, fuel, and labor necessary to provide the

services as detailed in this solicitation.

2.3. All equipment used must be in good operating condition, capable of producing professional

looking results. Problems with equipment reliability and job quality will be justification for the

Contract Manager to terminate the contract or require equipment upgrades as a condition of

contract continuation.

2.4. The number and location of dock projects may change based on bid prices, the State’s funding,

and plans for constructing new docks.

2.5. The State reserves the right to evaluate proposed dock and access systems based on overall

lifecycle value, accessibility performance, adaptability to site conditions, constructability, and

suitability for intended recreational use, and not solely on unit pricing.

3. GENERAL REQUIREMENTS:

3.1. PRICING: Bidders must price the terms of this solicitation at their best pricing. Any and all costs

that Bidder wishes the State to consider must be submitted for consideration. If applicable, all

equipment pricing is to include F.O.B. delivery to the ordering facility. No request for extra

delivery cost will be honored. All equipment shall be delivered assembled, serviced, and ready

for immediate use, unless otherwise requested by the State.

3.1.1. Prices and/or rates shall remain firm for the initial term of the contract. The pricing policy

submitted by Bidder must (i) be clearly structured, accountable, and auditable and (ii) cover

the full spectrum of materials and/or services required.

3.1.2. Cooperative Agreements. Bidders that have been awarded similar contracts through a

competitive bidding process with another state and/or cooperative are welcome to submit

the pricing in response to this solicitation.

3.2. STATEMENT OF RIGHTS: The State shall have the authority to evaluate Responses and select

the Bidder(s) as may be determined to be in the best interest of the State and consistent with the

goals and performance requirements outlined in this RFP. The State of Vermont reserves the

right to obtain clarification or additional information necessary to properly evaluate a proposal.

Failure of bidder to respond to a request for additional information or clarification could result in

rejection of that bidder's proposal. To secure a project that is deemed to be in the best interest of

the State, the State reserves the right to accept or reject any and all bids, in whole or in part, with

or without cause, and to waive technicalities in submissions. The State also reserves the right to

make purchases outside of the awarded contracts where it is deemed in the best interest of the

State.

3.2.1. Best and Final Offer (BAFO). At any time after submission of Responses and prior to the

final selection of Bidder(s) for Contract negotiation or execution, the State may invite

Bidder(s) to provide a BAFO. The state reserves the right to request BAFOs from only

those Bidders that meet the minimum qualification requirements and/or have not been

eliminated from consideration during the evaluation process.

3.2.2. Presentation. An in-person or webinar presentation by the Bidder may be required by the

State if it will help the State’s evaluation process. The State will factor information

presented during presentations into the evaluation. Bidders will be responsible for all costs

associated with providing the presentation.
