Summary

STATEMENT OF PURPOSE

The West Sacramento Area Flood Control Agency (Agency/WSAFCA) invites prequalified firms to prepare environmental review documentation (Environmental Documents) pursuant to the California Environmental Quality Act (CEQA) to support the United States Army Corps of Engineers (USACE) and its contractor’s investigations, design, and construction activities for Sacramento River West North (SRNL) and Stone Lock levees as part of the West Sacramento Project. The SRNL extends along the Sacramento River west bank from the Sacramento Weir to the barge canal. Stone Lock is located in the center of the City of West Sacramento and the West Sacramento Team completed a conceptual design for a barrier across the lock. Supplemental environmental documents may be needed for the Yolo Bypass East Levee (YBEL). The YBEL is located along the left bank of the Yolo Bypass from the confluence of the Sacramento Bypass and the Yolo Bypass south to the Navigation Levee (Deep Water Ship Channel (DWSC) West Levee).

These flood risk reduction projects will be developed and implemented by the USACE. WSAFCA and the Central Valley Flood Protection Board (CVFPB) acting through the Department of Water Resources (DWR) are the non-federal sponsors for the West Sacramento Project and in a supporting position that includes environmental compliance. WSAFCA will negotiate a contract for these services with the most qualified and cost-effective consultant. This Request for Proposals (RFP) describes the submittal instructions and schedule, background, scope of services, content of statement, and selection criteria.

Background

The West Sacramento Project (Project) was authorized in the 2016 Water Infrastructure Improvements for the Nation Act. The Project received a new start designation in 2022, thereby ensuring that the entire Project would be funded to completion. The Project has a current estimated cost of $2.1 billion. To date, WSAFCA and the State of California (State) have invested approximately $310 million in advanced construction to immediately reduce flood risk to the 54,000 residents, property, and businesses in the City. This advanced construction included the first component of the authorized Project, the Southport Levee Improvement Project and three levee segments in the north area of the City.

WSAFCA and the CVFPB, as the non-federal sponsors for the Project, have executed a Local Project Partnership Agreement to support the Project. The non-federal sponsors have also executed a Project Partnership Agreement (PPA) with the USACE that defines the roles of each to carry out the Project.

The SRNL has been divided into five segments; two segments are in design. Segment 3 is advancing a 65% design and covers the area from the I Street Bridge upriver to the end of the planned California Indian Heritage Center site at Rivercrest Drive in the Rivers community. Segments 1 and 2 are at an earlier design stage and are expected to achieve 30% design in December 2025. Segments 1 and 2 pick up at Rivercrest Drive and continue along the Sacramento River west bank to the Sacramento Weir (see Attachment C of this RFP). The Project intends to reach the 65% design milestone in May and complete 100% design by the end of 2026. The Stone Lock (see Attachment D) design effort is being led by Tetra Tech, the USACE contractor. The Stone Lock project is in the investigative stage. The USACE contractor team is conducting geotechnical evaluations, topographical and bathymetry surveying, and evaluating flows for water passage. The USACE is also leading the NEPA process. Initial design recommendations are expected late 2025.

The Project will meet the USACE’s and State’s current levee design criteria and provide at least a 200-year level of protection, which is the policy of the City of West Sacramento.
