Solicitation Summary
The Maryland Department of Health (Department), Office of Population Health Improvement (OPHI) is seeking the services of a vendor to coordinate, collect data, and draft a report in response to the legislative mandate included in
Maryland House Bill 1252 (HB1252, 2021), Section 4
for the Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages Programs . The successful Contractor, to thoroughly respond to the mandate, will develop 1) a landscape analysis of similar income tax credit programs across the country; 2) an inventory of in-state community-based clinical preceptor programs; and 3) a comprehensive impact assessment inclusive of essential background research, available program data, and vendor-conducted data collection and analysis.
