ADVERTISEMENT
The City of Bismarck is seeking cost proposals for Snow Removal for City-Owned Parking Lots and
Sidewalks for the period of October 1, 2026 through September 30, 2029. This proposal covers a
three‑year period.
Sealed bids will be received in the office of the City Administrator, until 3:00 pm CT on Monday,
August 31, 2026. Bids will be publicly opened and reviewed at 4:00 pm CT on Monday, August 31,
2026.
The sealed bid may be mailed to the City Administrator (PO Box 5503, Bismarck ND 58506-5503)
or otherwise deposited with the City Administrator (221 North Fifth Street, 4th Floor, Bismarck ND
58501) and shall be sealed and endorsed:
“Snow Removal for Parking Lots and Sidewalks”

Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with
specifications and conditions contained therein. Copies of proposal blanks and specifications may
be downloaded from the website or obtained from the Public Works Service Operations, 601 S 26th
St, Bismarck ND 58504, or Gale Nicholson, pwservice@bismarcknd.gov or 701-355-1707 or
701-355-1700, option 3. All bidders are invited to be present at the opening of the proposals.
In accordance with North Dakota state law, a separate envelope containing a current North Dakota
contractor’s license and a certified check* or bid bond in the amount of five percent (5%) of the
total amount bid must be attached to the outside of the proposal/bid envelope and labeled “Bid
Bond”. Checks or bonds of the unsuccessful bidders will be returned to them after making the
award.
*A certified check may be submitted in lieu of a bid bond if amount of check is less than $10,000.
The right is reserved to hold all bids for a period of sixty (60) days, to reject any and all bids, to
waive technicalities or to accept such as may be determined to be for the best interest of the City of
Bismarck.

SNOW REMOVAL SPECIFICATIONS
GENERAL CONDITIONS & REQUIREMENTS
1. The Contractor may bid on any or all proposal groups and/or sites to be qualified.
2. Contractor will provide snow removal of parking pavement, parking lots, and/or sidewalks
as listed under each group and/or sites. Groups and sites listed below are shown on
maps at the end of the Description of Work section.
3. All fuel, maintenance costs, and repair will be provided by the Contractor.
4. Contractor must provide a list of all equipment the Contractor proposes to use on the
sites within the group they are bidding.
5. The City of Bismarck will not be liable for any damages caused due to snow removal
operations.
6. Snow Loading and Hauling Services: The successful Contractor(s) may haul snow to
the Bismarck Landfill at no cost. Availability is contingent on the Contractor pushing
the dumped snow up into the existing pile. Failure to do so may result in the City of
Bismarck retracting this option. The Contractor may elect to dump snow at a site of
their own choosing as well.
7. The successful Contractor must provide a Certificate of Workers Compensation
Coverage, as warranted.
8. The successful Contractor(s) must provide a certificate of liability insurance and
automobile insurance, prior to starting work, covering all activities within the scope of the
contract performed by the Contractor.
City of Bismarck shall be named as an additional insured and written on the policy
for the duration of the work or service provided.
Waiver of subrogation written or marked on the policy for the duration of the work or
service provided.
Commercial General Liability: $2,000,000 Each Occurrence
Automobile Liability: $2,000,000 Combined Single Limit (each accident)
9. *Snow Fall Amounts: Snowfall accumulation is based upon snowfall measured by the
National Weather Service at the Bismarck Airport.
10. The City of Bismarck is looking for a bid price per hour for each piece of equipment for
snow hauling.
11. The City of Bismarck is looking for a bid price per 2” *snow fall event and a bid price for
each additional inch of *snow fall, above the 2”, per event per group and/or site.

12. The term of the agreement shall be for one (1) year and shall automatically renew for two
(2) additional one-year periods (total of 3 years) ending September 30th of each
additional year, unless either party shall have cancelled the agreement by giving the
other party 30 days’ written notice of cancellation. If Company does not fulfill agreement
responsibilities and/or does not give sufficient notification to end the agreement, the
Company will not be allowed to submit a quote or participate in the next Snow Removal
for City Owned Parking Lot and Sidewalks procurement.
13. Bids will be awarded based on best combination of price and service to fit the snow
removal needs for the City of Bismarck.
14. The City reserves the right to reject any or all bids, including bids for individual group or
sites.
15. Termination: If the City deems work by the Company unsatisfactory, a written notice will
be sent to the Company advising of the deficiency. If corrective action is not taken within
48 hours of the date of notice, the City will terminate the service agreement immediately
by written notice.
16. Damages: Any damages to City facilities, including but not limited to curbs, pavements,
structures, fences, trees and/or hardscapes caused by the Company during the
performance shall be repaired or replaced at the Company’s expense. Any damage to
private property shall also be paid for by the Contractor causing the damage.

BIDDING AND ADMINISTRATIVE REQUIREMENTS

GROUP A: CITY/COUNTY BUILDING (221 North 5th Street)
1. Description of Work
Snow Removal of Parking Pavements and Parking Lot
*Snow Fall Amounts: Snowfall accumulation is based upon snowfall measured by the
National Weather Service at the Bismarck Airport.
a. Parking area located on the east side of the building including the alley from
Thayer Avenue to Broadway Avenue shall be cleaned of snow prior to 7:00 AM CT
Monday – Friday.
b. Loading and hauling of piled snow shall be performed during or directly after snow
removal. All sidewalks and pedestrian pathways shall be kept free of piled snow at
all times.
d. Work shall be done automatically with two inches (2”) or more of snow* or upon
request. Intent is that surfaces are clean by 7:00 AM CT, Monday-Friday. Work
done while snow is still occurring shall be timed to have clear surfaces at that
designated time. Work done in advance that leaves two inches (2”) or more snow
at 7:00 AM CT Monday-Friday will be redone, at no extra cost, to the City and shall
be completed within four (4) hours of notice.
e. Snow Loading and Hauling Services: Snow may be hauled to the Bismarck Landfill
at no cost to the Contractor. Availability is contingent on the Contractor pushing
the dumped snow up into the existing pile. Failure to do so may result in the City of
Bismarck retracting this option. The Contractor may elect to dump snow at a site of
their own choosing as well.
2. Contract Execution
a. For Automatic Snow Removal Services
(1) Snow removal shall not begin until two inches (2”) or more of snow has
already fallen. Snowfall accumulation is based upon snowfall measured by
the National Weather Service at the Bismarck Airport. Timing of work shall
be planned for pavement to be cleaned by 7:00 AM CT.
(2) In the event of continuing snowfall after 7:00 AM CT, contact the Public
Works Facilities Manager or designated representative for direction.
Cleaning so early that accumulation at 7:00 AM CT exceeds one inch (1”) will
require additional removal at the contractor’s expense, unless coordinated
with the Public Works Facilities Manager or designated representative in
advance. Snow in excess of specified amount will be compensated as
additional snow, not an additional cleaning event, unless agreed to by the
Public Works Facilities Manager or designated representative.
