RFQ 2026-46 for Co-Developer Services

SECTION I:

INTRODUCTION AND BACKGROUND

Allies & Ross Management and Development Corporation (ARMDC), a non-profit

corporation and instrumentality of the Housing Authority of the City of Pittsburgh, (HACP),

requests qualifications from eligible firms to provide Co-Developer Services for

affordable housing development opportunities in the City of Pittsburgh (Co-Developer

Services). The scope of services for the selected firm(s) (Co-Developer(s)) is detailed in

Section III of this Request for Qualifications (RFQ).

The mission of the ARMDC is to create new affordable housing and transform public

housing communities across the City of Pittsburgh. The ARMDC works cooperatively with

the United States Department of Housing and Urban Development Department (HUD),

the City of Pittsburgh, the Pennsylvania Housing Finance Agency (PHFA), and other

public entities. In addition to the Federal laws, rules and regulations, Co-Developer

Services must be performed in compliance with all applicable Commonwealth of

Pennsylvania laws and regulations, including those governing PHFA's Low Income

Housing Tax Credit program, Allegheny County, City of Pittsburgh and HACP

requirements.

The ARMDC intends to establish a five (5) year prequalified pool without an initial fixed

dollar commitment, and individual project task orders will be negotiated upon issuance.

Selection under this RFQ will establish a prequalified pool of Co-Developers and does

not constitute the award or execution of a contract for Co-Developer Services. The

prequalified pool of Co-Developers will receive an Award Letter of Qualifications (Award

Letter) valid for a term of five (5) years from the date of issuance. No compensation,

project-specific scope of services, minimum number of assignments, or funding

commitment is established through this RFQ or the resulting Award Letter. Inclusion in

the Qualified Co-Developer Pool does not guarantee any future project, assignment, fee,

compensation, or work opportunity.

As specific development opportunities arise, the ARMDC may issue a Request for Task

Order Proposal (RFTOP) to one or more prequalified Co-Developers. Any resulting

project-specific engagement will be subject to applicable procurement requirements,

availability of funding, negotiation of project-specific terms, and execution of a separate

written agreement, which may include a Memorandum of Agreement (MOA), Master

Development Agreement (MDA), or other appropriate agreement. To remain active and

eligible for the development opportunity, a Co-Developer must execute the project’s MOA

or MDA with the ARMDC within the five (5) year term of the Award Letter. Individual

MOAs, MDAs, or Task Orders executed beyond the initial 5-year RFQ pool term-shall be

subject to prior HUD review and written approval in accordance with applicable federal

procurement standards.

Selection pursuant to this RFQ will establish a prequalified pool of Co-Developers and

does not constitute the award or execution of a contract for Co-Developer Services.

The applicable terms, conditions, federal requirements, and HUD contract provisions will

be incorporated into the project-specific MOA or MDA based upon the scope, funding

sources, and requirements applicable to that development opportunity. HUD Form 5370-

C, General Conditions for Non-Construction Contracts, is included as ATTACHMENT C

for informational and reference purposes only. Respondents are not required to execute

or submit ATTACHMENT C with their RFQ response. Applicable provisions of HUD Form

5370-C will be incorporated into and executed as part of the applicable MDA OR MOA,

as required by applicable federal regulations, HUD requirements, and the nature and

value of the services to be performed.

The ARMDC reserves the right to reject any or all submissions under this RFQ, cancel

this solicitation, or elect not to issue any future Task Orders. The ARMDC currently

anticipates issuing Task Orders for two (2) future developments following the Award

Letter.
