Project Description
The Project is described in the RFQ Documents, attached in OpenGov.
This project will i
nvolve the design and phased construction of general park improvements for eight parks in the City of Pontiac, requiring complete design of all planned elements while construction will follow a prioritized approach.
The City has set aside $3,541,000 for improvements to the neighborhood mini-parks. The conceptual plan development estimated that the total construction cost of the proposed improvements is approximately $3,249,654 not including design engineering, construction engineering and administration and the development of record drawings. As the total cost of the project will likely exceed the allocated budget, four (4) parks have been identified as “partial” parks on the attached drawings. The work must be completed in compliance with all state and local rules and regulations governing the State and Local Fiscal Recovery Funds (SLFRF) American Rescue Plan Act (ARPA) funding.
For parks that will only be partially constructed, the drawings have identified the order of priority for each of the proposed amenities. Because a “partial” park has been assigned as the 2
nd
priority park for construction activities, this will require that the engineer fully design all parks, develop a refined cost estimate for all parks, estimate the funding available for use in the “partial” parks, divide that value across the four (4) partial parks and provide recommendations on which amenities can be constructed at each of the “partial” parks prior to starting construction on the 2
nd
priority park.
The design build team will be required to ensure that all parks are fully designed, and parks are constructed based on their prioritization from City Council within the funding available. The park prioritization is as follows:
