Long-Range Financial Plan

The Town of Frederick is requesting proposals from qualified consultants for the purpose of conducting a 2025 Long-Range Financial Plan (hereinafter “Project” or “LRFP”).

The goals of this project include, but may not be limited to:

1. Develop a Long-Range Financial Plan (40-year projection) that links land use planning, demographic modeling, and financial planning to provide clear leadership direction.

2. Establish a financial model that will assist in developing and communicating strategic revenue and expense goals beyond the one-year budget cycle, and even beyond the current five-year capital planning cycle.

3. Utilize the Town’s Comprehensive Plan and the accompanying planning documents for integration to understand the potential financial implications of these factors and plan accordingly to ensure Frederick remains a financially sustainable community that can afford to maintain high quality levels of service at build-out.

4. Create an appropriate and sustainable land use pattern anchored by great neighborhoods and vibrant community activity centers, primarily our historic Downtown, that are linked to create an economic and environmentally sustainable community.
