Clear Creek County Noise/Sound Measurements around the new public “Clear Creek Sport Shooting Park”

PURPOSE
The Clear Creek Board of County Commissioners is seeking a consultant or team with relevant experience and qualifications in conducting sound testing and measurements of the noise levels around a local public shooting range and provide information and a comparison to a 2019 report in a form understandable to the public.
In November of 2018, the County was awarded a Colorado Parks & Wildlife grant to redesign an existing private gun range site for a new public shooting park.
In 2019, the County contracted a sound study to be completed, in order to establish a testing program and protocol to enable sound/noise testing to be replicated after construction of the new public range.
The new public shooting range is now open and the County seeks to retain a noise/sound testing/measurement consultant to replicate the 2019 “Clear Creek County Shooting Range Ambient Sound Study” sound study program for comparison of baseline sound levels at and near the subject site in a variety of weather conditions, times of day, days of the week, and during special shooting events.
The purpose of this Request-for-Proposal is to identify and select a qualified consultant to conduct testing and characterize noise levels relative to surrounding conditions and the previous report. It will include numerical standards along with segments measuring the noise levels of the new range.
PROJECT DESCRIPTION
The new shooting range is located at 3204 Stanley Road, Dumont, Colorado and is approximately 5 acres in size. It is managed and operated by the Clear Creek Metropolitan Recreation Center. Clear Creek runs north of the property adjacent to I-70. The site is bounded at its rear (south) by additional County and private lands.
This project will utilize the previously 2019 protocol to establish current conditions and compare the sound/noise levels in the area.
SCOPE OF SERVICES

Utilize the testing program and protocol established in the 2019 “Clear Creek County Shooting Range Ambient Sound Study” to replicate sound/noise testing as closely as possible. (Exhibit A)

Sound/noise testing/measurement at the subject site location as well as the six other sites for 10 days;

Sound/noise testing/measurement in various weather conditions—e.g. windy vs. calm conditions;

Sound/noise testing/measurement at different times of day;

Sound/noise testing/measurement during at least one special event at the shooting range and during no shooting activity;

Sound/noise testing/measurement via an announced date/time to invite County staff, Rec District staff, and members of the public for observation;

Sound/noise testing/measurement in decibels with other familiar noise comparisons to provide information about noise levels in a form understandable to the public;

Sound/noise testing/measurement with explanation of how the sound measurement is taken with examples of utilized technology;

Full report with findings and summary of the comparison of the 2019 Study due by November 2, 2026.

The Request-for-Proposal response shall include the following information and shall be organized as follows:

Firm Overview
: Provide concise details of your Firm which includes information describing size, services, credentials, qualifications and expertise, office location and specific experience in sound/noise measurement/testing.

Relevant Experience
: Provide specific examples of relevant sound measurement (minimum 3) projects of similar scope and complexity the Firm has completed in the last five years. Include Client references for each Project submitted.

Project Approach
: Provide a detailed narrative and proposed schedule describing your specific approach as well as your ability to meet the needs of this Project. Outline your understanding of the Project and identify critical issues based on your Firms’ experience.
Appendix:
Provide any other information – unique capabilities, value-added services, etc. – relevant to the County’s evaluation of your Firm.
Response information shall be limited to the information requested as noted above.
Clear Creek County will not be responsible for any cost associated with the preparation of the Firms’ responses to this Request-for-Proposal.

The deadline for submitting a Response is 4:00 p.m. local time on September 9, 2026.
Responses will be time-stamped and logged upon receipt. Responses received after the deadline will NOT be considered and will be returned unopened. All timely and properly prepared Responses will be considered for evaluation.
SELECTION
The County will appoint a Selection Committee. The Selection Committee will analyze the submittals and will evaluate the Firms regarding their qualifications and expertise, including, but not limited to, relevant experience, capability of professional staff, location, project approach and demonstrated performance as well as ability to maintain budget and schedule considerations.
RESERVATIONS:
The County reserves the right to reject any and all Responses and to waive any informality, technical defects or clerical errors in any Reponses as the best interest of the County may require. Selection procedures will be conducted in conformance with all applicable qualifications-based selection requirements.

Contract
The County’s Professional Services Agreement will be the contract used by the consultant selected. (Exhibit B).
Addenda
The County reserves the right to issue addenda to the Request-for-Proposal at any time as a result of questions, change in schedule or other matters.
Changes
The County also reserves the right to cancel or reissue the Request-for-Proposal.
