1 INTRODUCTION
1.1 Purpose
Pursuant to NC General Statutes § 143-128.1A, the City of Raleigh is seeking one or more
qualified design-build (DB) teams to provide design and construction services for the natural
surface mountain bike trails at Forest Ridge Park.
A detailed scope of services is provided in Section 4 and Exhibit B of this document.
All information related to this solicitation, including any addenda, will be posted to the North
Carolina electronic Vendor Portal (eVP) at https://evp.nc.gov/.

1.2 Background
The City of Raleigh, the Capital City of North Carolina, remains one of the fastest growing areas
in the country. A great economy, top educational institutions, and exceptional health care
facilities are some of the characteristics that attract people to the triangle area. The mild
climate, diverse work force and proximity to Research Triangle Park combine to make Raleigh
a great place to live.
Raleigh is a 21st Century City of Innovation focusing on environmental, cultural, and economic
sustainability. The City conserves and protects our environmental resources through best
practice and cutting-edge conservation and stewardship, land use, infrastructure and building
technologies. The City welcomes growth and diversity through policies and programs that will
protect and enhance Raleigh’s existing neighborhoods, natural amenities, history, and cultural
and human resources for future generations. The City leads to improve quality of life for
neighborhoods and standard of living for all citizens. The City works with universities, colleges,
citizens, and local partners to promote new technology, create new job opportunities, and
encourage local businesses and entrepreneurs. The City enlists and prepares 21st Century
staff with the skill sets to carry out the duties of the City through transparent civic engagement
and by providing the very best customer service to our citizens.
Forest Ridge Park is a 586-acre outdoor recreation park that is subleased through the State
of North Carolina from the US Army Corps of Engineers (USACE) for a variety of outdoor and
adventure recreation pursuits with a regional draw. The Park is managed and operated by
City of Raleigh, Parks, Recreation and Cultural Resources Department (PRCR).
The Great State Trails grant was awarded by NC Department of Natural and Cultural
Resources for Forest Ridge Park to implement the "Forest Ridge Mountain Bike Trails
Extension Design Report" (2023), which identified trail alignments, environmental impacts,
and design recommendations. The project aligns with the USACE's "Falls Lake Masterplan"
(2013) and has USACE support. Mountain bike trails are site-specific features that challenge
riders while preserving environmental integrity. Unlike traditional infrastructure, most design
decisions occur in the field, where trail builders adapt to natural terrain, place boulders and
logs, and contour land to create optimal experiences.
Through this RFQ, the City is seeking a design-build firm to develop the Project to consist of
an additional 7.5 miles of single-track mountain biking trails that offer a variety of ride features
while accommodating a range of intermediate to advance riding abilities to draw riders
throughout the region. Trails will be developed to highlight and with sensitivity to the natural
landscape while being enticing yet approachable for a range of riders including adaptive
mountain biking.
The Project shall establish a collaborative relationship between the PRCR
Forest Ridge Park staff, the City’s project manager, and the design-build team
to deliver quality design and construction on time and within the City’s budget.
Develop design sufficient for initial permitting and regulatory review between
30 – 60%
Develop design sufficient for final permitting and regulatory review between 60
– 90%
Design and construct a project that will achieve design excellence.
Have a construction area adhering to City construction and permitting
standards.
Minimize impacts to other public use of the park during design and
construction through close coordination with the parks staff and the City’s
project manager.
Provide accessibility and transparency regarding the accounting, development
of cost estimates, and overall project finances in partnership with the City’s
project manager.

1.4 Pre-Submittal Conference
In the event that the City of Raleigh elects to conduct a Pre-Submittal Conference or Site Visit,
attendance by prospective proposers is strongly encouraged but is not mandatory. Prospective
Proposers are encouraged to submit written questions in advance.
1.5 Questions
Requests for clarification and questions to this RFQ must be received by the City not later than
the date shown above in Section 1.3 RFQ Timeline, for the submittal of written inquires. The
firm’s failure to request clarification and submit questions by the date in the RFQ Timeline
above shall be considered to constitute the firm’s acceptance of all City’s terms and conditions
and requirements.
The City shall issue addenda reflecting questions and answers to this RFQ, if any, and shall
be posted to North Carolina electronic Vendor Portal (eVP). No information, instruction or
