Description



This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.



The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Critical Care Medicine Department (CCMD) intends to award a fixed price Purchase Order to Olink Proteomics Inc. located at 130 Turner St. Building 2, Suite 230 Waltham, MA 02453 on a sole source basis for the procurement of reagents for the Olink® Signature Q100 system used by the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC) to process samples and for data analysis.



The Critical Care Medicine Department currently owns the Olink® Signature Q100 system. This system is a unique technology that will only operate effectively with genuinely manufactured parts and supplies. The reagents are being purchased to study protein biomarkers in patient samples. Olink reagents are the only products that are compatible with the equipment, and use of any other reagents would jeopardize the functionality of the equipment. The Olink System reagents are not interchangeable with other manufacturer's reagents. Due to the ongoing research, it is imperative that the Critical Care Medicine Department continue with Original Equipment Manufacturer (OEM) products to ensure that the equipment operates properly and accurately for the outcome of the research. Olink Proteomics is the registered trademark holder and only known distributor of the Olink® reagents.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested Parties:



Interested parties capable of providing the same or similar products or services described in this notice may submit a capability statement outlining their capability to perform the described work. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. The determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
