REQUEST FOR PROPOSALS
The Purchasing Division, located at the Combined Operations & Maintenance Facility, 311 North State
Street, Concord, New Hampshire 03301, will receive sealed proposals for “RFP 02-27, Qualified
Environmental Professional Services” until 2:00 PM on September 2, 2026. The sealed envelope shall be
plainly marked:
“RFP 02-27, Qualified Environmental Professional Services”
Proposals may be issued only by the Purchasing Manager, or her designee, to authorized firms and are
not transferable unless authorized by the Purchasing Manager, or her designee.
The RFP documents may be downloaded directly from the City’s website at
www.concordnh.gov/purchasing
There will be a mandatory, Pre-proposal Conference held on August 19, 2026 at 11:00 am at City
Hall, 2nd floor Conference Room, 41 Green Street with a site visit immediately following.
All proposals received will be considered confidential and not available for public review until after a
vendor has been selected.
The City reserves the right to reject any or all proposals or any part thereof, to waive any formality,
informality, information or errors in the proposal, to accept the proposal considered to be in the best
interest of the City. Failure to submit all information called for and/or submission of an unbalanced
proposal are sufficient reasons to declare a proposal as non-responsive and subject to disqualification.
Failure to submit all information as detailed on the Proposal Submission Checklist on and/or
submission of an unbalanced bid are sufficient reasons to declare a bid as non-responsive and
subject to disqualification.

I. Statement of Work
INSTRUCTIONS TO PROPOSERS
Project Name:
RFP 02-27, Qualified Environmental Professional Services
INTRODUCTION:
The City of Concord, New Hampshire (“the City”) seeks proposals from Qualified Environmental
Professional (“QEP”) firms to provide technical services to facilitate the remediation of hazardous
building materials existing in the historic Concord Stables Building at 111.5 Warren Street, in Concord,
Merrimack County, New Hampshire. QEP will manage, oversee, document, and report all aspects of the
cleanup of this historic building.
The City has been awarded a $678,000 Brownfields Clean-Up Grant from the U.S. Environmental
Protection Agency (EPA) to provide funding for remediation activities as authorized by CERCLA
104(k)(3). The EPA Cooperative Agreement was endorsed in August 2025 and provides funding to
cover 100% of the expenses associated with the project, and as such must adhere to all EPA and other
applicable federal and state standards, procedures, reporting, etc. requirements.
The intent of this project is to address hazardous building materials identified in this historic building
for future redevelopment. The Site is not suitable for redevelopment and reuse without the removal
of asbestos-containing materials (ACM), lead-based paint surfaces of the building, PCB-based
paint, as well as various PCB-containing hazardous building materials (HBM), and other universal
wastes.
The City is soliciting proposals from firms with proven expertise in environmental site assessment,
HBM assessment and abatement, remediation planning and implementation, quality assurance
procedures, regulatory compliance, construction/remediation oversight, and community engagement.
Upon completion of this solicitation process, the City intends to select a Qualified Environmental
Professional (QEP) that will assist the City in performing the necessary services to facilitate the
cleanup of the Site in accordance with all applicable EPA grant requirements and State regulations. The
City will procure QEP services in accordance with the requirements of the EPA terms and conditions
of the Cooperative Agreement (CA) and applicable federal and state rules and regulations. The
Cleanup Grant services under this contract will be for a period of four years (2026-2029). Should
further Brownfields and or response actions be required, the City reserves the right to retain the
selected QEP firm for additional services beyond the original Scope of Work. The City of Concord
may amend or extend the contract beyond the four years to accommodate the terms and conditions of
the Brownfield Cleanup Grant or future EPA or other grants awarded to the City within this four-year
period, provided a market survey conducted by the City indicates that the proposed labor and materials
rates provided by the contractor are reasonable and justified.
PROJECT DESCRIPTION
The Site building is an approximately 8,690-square-foot masonry structure erected on a concrete slab
with a basement, first developed in 1905 with stables for City work horses. The building was
subsequently converted to office space for the Concord Public Works Department. The Site and
