This Request for Proposals (the “RFP”) is an invitation by Strathcona County (the “County”) to prospective proponents to submit proposals for Telephone System Replacement, as further described in Section A of the RFP Particulars (Appendix A) (the “Deliverables”).
The County is seeking proposals from qualified firms to design, implement, and support a comprehensive telephony solution based on Microsoft Teams Phone. This migration will replace our existing Mitel phone system serving approximately 1,100 phones across our organization.
The County currently holds Microsoft 365 E5 licenses and seeks to leverage this investment while ensuring operational excellence, administrative control, and comprehensive support throughout the system lifecycle.
Key Objectives
• Modernize telephony infrastructure leveraging existing M365 E5 licensing;
• Maintain County administrative control with appropriate role-based access;
• Ensure comprehensive Supplier support for implementation, training, and ongoing operations;
• Support complex departmental requirements including 19 ACD queues, paging systems, and analog devices;
• Minimize business disruption through phased, well-planned migration; and
• Ensure compliance with Canadian emergency calling regulations and privacy requirements.
