Description
This is a SOURCES SOUGHT only pertaining to brand name or equal item(s) for the VA Ann Arbor Healthcare System. Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2024-06. The North American Industry Classification System (NAICS) number is 333415. The NAICS size is 1250 employees.
Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and be able to be located through SBA - Dynamic Small Business Search. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with in VetCert at Veteran Small Business Certification (sba.gov) as an SDVOSB or VOSB.
Contractors that deem themselves capable of meeting the requirement shall provide the below information to Kellie Konopinski, Contracting Officer, at Kellie.Konopinski@va.gov no-later-than Friday, October 25, 2024 at 4:30PM, EDT, referencing 36C25025Q0077. Responses shall include: (1) Business Name and Address, (2) Contract Number items are covered under, if applicable (3) Point of Contact Name, Phone Number and E-mail Address (4) SAM UEI and NAICS code (5) Business Size SMALL or LARGE (6) Type of Business: service disabled veteran owned, veteran owned small business, 8a, HUBZone, woman-owned, etc. (7) Information for the product you would propose and which if any of the salient characteristics below it does not meet. (8) Where the proposed product is manufactured. (9) A concern that is not a manufacturer of the supply shall provide the manufacturers name and size standard and an authorized distributor letter. (10) If the concern is the manufacture and the sole distributor, please provide documentation to that effect. If the concern is the manufacturer and has authorized distributors, please provide a list of the authorized distributors as well. (11) Current lead time of equipment that will be proposed.

REQUIREMENTS:
EQUIPMENT PROCUREMENT SCOPE OF WORK

PROJECT 506-20-102, UPGRADE BASEMENT, BUILDING 1W
1. GENERAL INTENT:
The Equipment Vendor shall provide complete walk-in cooler and freezer equipment for food and for mortuary service, as shown and specified.
2. LOCATION OF WORK:
Ann Arbor Medical Facility: Buildings 1W and 28 at Lieutenant Colonel Charles S. Kettles Veterans Affairs Medical Center 2215 Fuller Road, Ann Arbor, MI 48105.

3. DEFINITIONS:
Equipment Vendor: The manufacturer of the cooler and freezer equipment offering to provide equipment as described herein.
Contractor: General construction contractor, contracted under the Owner to build Project 506-20-102, Upgrade Basement, Building 1W.
Owner: The Federal Government, Department of Veterans Affairs
AE: Offices of FFE Inc., Architect/Engineer contracted by the Owner under Project 506-20-102, Upgrade Basement, Building 1W. As Architect/Engineers, FFE Inc. will render certain technical services to the Owner during procurement of the equipment.
Others: References to Others in these documents refer to any party other than the Equipment Vendor, which may include the Owner, Contractor, and the contractor s subcontractors.
3. DESCRIPTION OF WORK TO BE PERFORMED:
Provide all components for complete and functional walk-in coolers and freezers, delivered to the Ann Arbor Medical Facility, as described herein and in the attached drawings and specifications. The equipment is for the storage of food for the Nutrition and Food Service (N&FS) and Canteen Service (Canteen); and for storage of decedents for the Pathology and Laboratory Medicine Services (PALMS). The equipment to be provided is as follows:

N&FS Cooler, Room BB18C
N&FS Freezer, Room BB18A
Canteen Cooler, Room BB09A
Canteen Freezer, Room BB09B
Morgue Cooler, Room FG101A

Each cooler and freezer will be installed in interior spaces within existing facilities, started-up, and commissioned by Others.

The equipment will be incorporated into a renovation project that is currently under construction by the Contractor under Project 506-20-102, Upgrade Basement, Building 1W. The Contractor for that project will hire an installer certified to install the selected manufacturer s equipment. Selected drawing sheets and specification sections were taken from that construction project and adapted for this equipment procurement. Work to be performed by the Equipment Vendor is identified in these documents. All other work shown is by Others.
The Equipment Provider must provide a statement with their proposal attesting whether they can meet the requirements, a list of any deviations, and an estimate of equipment lead-time.
4. APPLICABLE PERFORMANCE STANDARDS:

Refer to drawings and specifications.
5. PERIOD OF PERFORMANCE

Shop drawings must be provided within 21 days of the issuance of a Purchase Order.

6. SPECIAL REQUIREMENTS:

It is recommended the Equipment Vendor verify site conditions with a Pre-Proposal Site Inspection to inspect the areas of buildings in which the equipment will be installed and the anticipated routes of access for the delivery of the equipment into the interior spaces.
The Equipment Vendor must coordinate with the Contractor for delivery times and locations.
