Project Description: The Johnstown Redevelopment Authority is soliciting an invitation for Bids from qualified contractor(s) for the Iron Street Connector funded by the Commonwealth of Pennsylvania
• Proposal packets will be available at no cost on PennBid at https://pennbid.bonfirehub.com/ for qualified contractors.
• Interested and eligible contractors will assess the existing site and construction plan set and provide a bid for the scope of work needed for the project.
• Bid proposals will be accepted electronically via PennBid at https://pennbid.bonfirehub.com and publicly opened at the Johnstown Redevelopment Authority Office located at 416 Main Street, Suite 200, Johnstown, PA 15901.
• The decision to award the contract(s) will be based on the cost, time schedule, and the ability to perform successfully under the terms and conditions of the proposed procurement.
• Only complete proposal packages will be considered.
Proposals must be electronically received by 11:00 am on Friday, April 11, 2025 and will be read aloud. Only proposals received by this date and time will be considered. Bids received late or incomplete will not be accepted. Proposals will be opened in the presence of witnesses in the Johnstown Redevelopment Authority Office.
There will be a mandatory pre-bid site walk through on Friday, March 14, 2025, beginning at 10:00 AM.
The Authority reserves the right to reject any and all bids.
Bidders on this work will be required to comply with the President's Executive Order No. 11246, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
Contractors are encouraged to comply with the “Six Good Faith Efforts” to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin.
