Kamsack Landfill Decommission

The Town of Kamsack requests a tender for construction of the Kamsack Municipal Landfill Closure inclusive of the physical capping and the waste mount and associated closure works.

The Kamsack Municipal Landfill is located approximately 2 kilometres (km) southwest of the Town, at NW 27-29-32-W1M, Kamsack, Saskatchewan.

Tenders will be received at the office of the Engineer prior to May 21, 2026 at 2 p.m. central standard time. The tenders will be accepted through email submission only with a maximum file size of 20 MB. The details are stated within the tendering documents.

The work to be undertaken generally involves, but is not necessarily limited to, the following:
▪ Mobilization and demobilization including transporting equipment to and from site; bonding; constructing and
reclaiming any haul roads / laydown / operational areas required during construction; prime contractor duties
and providing a safety program; obtaining permits, erosion controls, stormwater management within the work
area; line locates; protection of all existing infrastructure and facilities; restoration of any existing infrastructure
impacted during construction; traffic control separating public traffic from the construction area while
maintaining public access to the transfer station; all temporary works and facilities necessary to complete the
project; sourcing water for compaction; and clean up and close out of this project.

▪ Reshaping, cut/fill, grading, and compaction of the waste within the southern portion capping area footprint to
required grades and lines to meet minimum and maximum design slope requirements.

▪ Preparation and stripping of on site borrow areas and stockpiling materials.

▪ Excavation of clay, fill, and topsoil materials from on-site borrow areas for the southern portion and
development of a 20m by 20m clay barrier test pad for performance testing in advance of engineered clay
barrier cap construction.

▪ Constructing a 500 mm thick (minimum) engineered clay barrier cap over the southern portion with suitable
clay barrier material from the borrow areas.

▪ Constructing a 150 mm thick (minimum) layer of topsoil above the southern portion engineered clay cap, with
suitable material from on-site stockpiles and borrow areas for the southern portion.
